Transferrable Development Rights (TDR) is the product of industrialization andurbanism. It has a40-year history and was brought out after the transform of zoning. Tobuild a high-density development while protecting valuable natural resource and humancultural resource is the main goal of TDR. As we know, America is step ahead in the fieldof TDR and made big progress. China right now is in cradle. The Thesis introduces thebasic definitions and theories of Transferrable Development Rights and studies deeplyinto the relevant fields such as the economics and laws. By comparing the TDR cases inthe United States and China, the thesis analyzes the advantages and disadvantage in bothAmerican cases and Chinese cases. It provides the evidence for the surviving of SinicizedTDR and proposes some reasonable principles and strategies to promote TDR in China.The full paper divides into six chapters but four main parts altogether. The firstchapter is an introduction; the second chapter is the basic concept and relevant theory;the third chapter to the fifth chapter is the main body parts of this thesis, which separatelyelaborates the present situations of Transferrable Development Rights in the UnitedStates and China, then discusses and compares the TDR in two countries and theenlightenment to our country; the sixth chapter is a conclusion.The first chapter elaborates the present paper’s research background, thesignificance and the goal, the research content and the method as well as the frame.The second chapter carries on the limits of the basic concept to which involves inthe paper, carries on the elaboration to the relevant economics and law theory, and hascarried on the research summary to the Transferrable Development Rights.The third chapter carries on the analysis and the narration on the researchfoundation of TDR programs in the United States and analyzes the experiences andlessons.The fourth chapter carries on the analysis to present situation of our country’s TDR,summarizes major problems in existing cases and carries on the analysis to its question.The fifth chapter carries on the comparison to Chinese and American Transferrable Development Rights, looking for the factors of success and failure in American cases andprovides the reason and support for Sinicized TDR.The sixth chapter proposes the optimized way to develop TDR that suits ourcountry’s national condition and its future research direction.
