Study On The Impact Of Agricultural Comprehensive Development On Agricultural Advantageous And Characteristic Industry

The central policy emphasized the development of agricultural advantageous and characteristic industries as an important part of China's structural reform of agricultural supply side.However,few researchs discussed about how to develop gricultural advantageous and characteristic industries and how to support by finance.Agricultural Comprehensive Development(ACD)is an important financial supporting agriculture policy.And by recent years,ACD put emphasis on agricultural advantageous and characteristic industries to meet the new situation of agriculture and promote agricultural quality and efficiency.Although the specific definition of advantageous and characteristic industries has not yet clear,but its development strategy has a more consistent view,which is to achieve the industrialization of development and the formation of industrial clusters.Therefore,the way of ACD to support the advantages and characteristics industries is mainly to promote the industry development and expansion,guide the scale of expansion and optimization of agricultural structure and build advantages of industrial clusters,laying the foundation to form agricultural economic growth point.The agricultural entities are the important carriers for ACD to support agricultural advantageous and characteristic industries.We collected the data in ACD counties about the entities involved in the local agricultural advantageous and characteristic industries.Through the descriptive statistics analysis of the relevant entities,it was found that the mean values of the indicators reflecting the scale and the operating efficiency were far greater than the median,which showed that the vast majority of the agricultural management entities were generally small in scale.By the average indicators,the leading enterprises were far bigger than cooperatives in scale,and the operating entities in the northeast and north China were establised earlier and owned relatively large assets.The economically developed regions such as Shanghai and Beijing had much stronger awareness of financing.Policy revelation was that the ACD should vigorously support the small-scale entities,gave more attention on cooperatives and made different supporting polices for regional development of the entities in agricultural advantageous and characteristic industries.The quantitative assessment of the impact of ACD project intervention on the development of advantageous and characteristic industries has been carried out from three aspects: the influence of the structure,the scale and the effect of economic output.The propensity score matching(PSM)method was used to reduce the sample selection bias.We analysed the structural effects by the expansion of the proportion of planting and took the vegetable and fruit industry for empirical analysis.Through the analysis of covariate variablies,it was found that the vegetable industry foundation,the financial capital adequacy,operating entities and the local economic level could affect the support of the ACD project to the vegetable industry.The industrial base of the orchard was the decisive factor to affect the ACD project's supports on the fruit industry.It was proved that the industrial dominance was an important condition for the ACD project.The result showed that the implementation of ACD projects could increase the area occupied by vegetables by 1 to 3 percentage points,and the proportion of orchard areawas 0.028 to 0.034 percentage points.We analysed the scale effect by the improvement of large-scale farming rate and took the pig and dairy farming industry as empirical analysis.By covariate analysis,we found that the size of the industry was also an important factor affecting the implementation of ACD projects.In addition,the raw material resources and income level also had impact on the projects implemetation.The analysis results showed that the ACD projects could significantly improve the average size of pig farming rate of 0.7 to5.9 percentage points,the average size of dairy cows 12.2 to 21.5 percentage points.Finally,we analyzed the economic output effect of ACD supportting to agricultural advantageous and characteristic industries.We adopted the time series model and the provincial panel data model to measure the contribution of ACD to economic growth,finding that the ACD investment had a significant positive effect on the growth of agricultural output value.There were obvious differences of the effect among regional and provincial regions,the eastern coastal areas and the western region of backward economic had higher elasticity coefficient.It can be concluded that the support of ACD projects can effectively improve the proportion of regional industries with special advantages and scale,and promote the growth of agricultural economy.
