Establishment On Standard System Of The Circular Economy In China Forest Products Industry

Under the pressure of surging resource supply,the demand for safety and environmental quality requirements,energy saving and emission reduction requirements,Forest product industry must follow the path of green cycle development and should energetically develop forest products industry circular economy.Standard system of forest products industry circular economy is the basis of development of the circular economy,and is the effective tool to transform and upgrade forest products industry.At present,it is difficult for the technical standards of forest products industry circular economy to meet the demand of transformation and upgrading due to the lack of key technical standards and the unsound standards system.Taking the forest products industry circular economy as the research object,the establishment on the standards system of forest products industry circular economy is of great significance to promote the development of China forest products industry circular economy.The paper utilized five methods including document analysis,investigative research,comparative research,systematic engineering,and inductive summary.On the base of the review on China forest products industry and circular economy,of the review on forest products industry circular economy standards at domestic and foreign,and of the reference on the international advanced standards,the framework of systems on China forest products industry and circular economy was established according to the GB/T 13016-1991.Setting details lists of the standards system and determining the urgent standards list,the paper put forward some suggestions about the standardization of China forest products industry and circular economy.The main contents and conclusions of this thesis are divided into five parts:(1)Analysis on the development of China forest products industry.The study analyzed the main products yield,the amount of import and export,the number of enterprises,enterprise assets,and enterprise profit.The analysis found that the yields of sawn timber,wood-based panels,wood-based flooring,wood and pulp paper,paper and cardboard,colophony,rosin keep growth.But the yields of tannin extract and shellac had big fluctuation by the effect of international market;the decline of yields of logs and national commercial timber lead to the more severe condition for the supply of domestic wood raw materials;Total import and export trade amount keep growth;the number of enterprises,enterprise assets,and enterprise profit generally keep growth.However,the profit and asset profit ratio of per enterprise began to decline from 2012 years,which indicated that the enterprises had a difficult business.So it is an important choice for improving the enterprise production efficiency to accelerate the development of forest products industry circular economy.(2)Current situation of forestry products industry circular economy.By the analysis of current situation about energy consumption,main pollutants emission and reuse of forest products industry circular economy,it found that energy consumption of forest products industry has increased year by year,which had a small occupation in national manufacturing and industrial energy consumption,about 2.41% in 2014 years.But the total of the energy consumption is not relatively high,except that the energy consumption from wood and pulp is relatively higher in forest products industry.Because of the unreasonable energy structure of forest products industry,the proportion of coal consumption is big in forest products industry.The situation of environmental pollution is relatively severe,especially pulp and paper.Huge development space exists in the recycling and reuse of forest products industry circular economy,government should enhance policy guidance and support.(3)A comparative study on the standards of forest products industry circular economy in domestic and foreign.The standards of forest products industry circular economy from the international standards organization and developed countries such as USA,Britain,Japan,and France were collected and sorted out.The number of these collected standards is 269,including 204 standards of reduction,1 standard of recycle,and 64 standards of resource.The features of international organization for standardization(ISO),Europe standards,and relatively national standards of forest products industry circular economy were analyzed.The research found that the control of toxic and harmful substances,wood preservation,energy management,standard revision of biomass solid fuel was attached great importance.The analysis of advanced foreign standards provides references for the establishment of forest products industry circular economy standard system.(4)The establishment on standard system of forest products industry circular economy.According to the GB/T 13016-2009,relevant laws,and foreign forest products industry circular economy standards,principals and strategies of the establishment on standard system of forest products industry circular economy were put forward.Based on the basic features of circular economy,framework and table of standard system were established.The framework of standard system included basic and comprehensive,saving material,saving water,saving energy,clean production,control of harmful substances,reuse,solid waste recycling,and waste water recycling.The list of standard system of forest products industry circular economy included 449 standards,containing 69 standards of basic and comprehensive,111 standards of saving material,7 standards of saving water,76 standards of saving energy,24 standards of clean production,68 standards of control of harmful substances,6 standards of reuse,83 standards of solid waste recycling,and 5 standards of waste water recycling.43 kinds of standards of forest products industry circular economy,which were laid down for urgent need,were put forward.(5)The strategies on promotion for standardization of circular economy of forest products industry.According to these problems exists in forest products industry circular economy and standardization of circular economy,the paper put forward to 5 suggestions,including establishing the coordination mechanism of forest products industry circular economy standards,intensifying the development of forest products industry circular economy standards,developing enterprise standards and group standards and expanding the supply of forest products industry circular economy standards,to suiting the deepening reform of standardization and promoting service ability of standardization of forest products industry circular economy,enhancing the construction of professional teams on standardization of forest products industry circular economy.
