Research On The Forest Tourism Eco-compensation System Based On The Theory Of Circular Economy

Forest tourism has gradually become the best of ecological tourist destination,because it not only conforms to the requirements of the ecological civilization by way of resource development and the goal of sustainable development,but also satisfy the people who pursues the “return to natural”.However,the development of forest tourism inevitably leads to the threat of forest resources and ecological environment and affect the function of ecological system.Tourism eco-compensation can not only constraints tourism ecological footprint and vandalism by punitive measures,but also strengthen people's awareness of ecological protection through incentives,coordinate between the development of forest tourism and ecological environment protection and coordinate the relationship among stakeholders.So as to realize green cycle development,reshape the green tourism image.First of all,this paper elaborates the research background and significance of the research,summarizes the research status of scholars in the field of eco-compensation and tourism eco-compensation,and then defines the connotation of tourism eco-compensation.This paper argues that tourism eco-compensation mainly by economic means to regulate tourism development and ecological interests among stakeholders in the process of development of the institutional arrangement.The main part of this paper analyzes the meaning of constructing forest tourism eco-compensation system,determines the targets and basic principles of the forest tourism eco-compensation,and builds the forest tourism eco-compensation system from the compensation subject,compensation object,compensation standards,compensation funding and management,compensation methods,circular feedback and so on.Then it establishes evaluation index system of the forest tourism eco-compensation from the ecology and communities.The empirical analysis part of this paper selects the Bai-yun Mountain forest park as a case,analyzes the current status of tourism eco-compensation,and evaluates its tourism eco-compensation through the evaluation index system of the forest tourism eco-compensation.The results show that the tourism eco-compensation net inflow of the Bai-yun Mountain forest park in 2015 meets the standards,and the natural ecosystem and community in terms of compensation also obtains good results.Based on the practice of the Bai-yun Mountain forest park tourism eco-compensation,this paper puts forward the security system from the policies,laws,management,technology,social,so as to effectively promotes the smooth progress in forest tourism eco-compensation.Finally,the conclusion part summarizes the research conclusion and innovation points objectively,points out the shortages and looks forward to the future research direction.
