As a complex system, agricultural science and technology innovation is the endogenous variable of economic development. It is an important source of rural social progress. At present, both at the national or provincial level, there exist such problems as weak ability of agricultural science and technology innovation,low transformation rate of agricultural science and technology achievements and weak competitiveness of agricultural enterprises. These become the important factor to restrict the growth of modern agriculture. In recent years, China has explored to implement a new mode that cooperate production study and research together called technological innovation alliance agriculture industry,to provide a new path to promote the optimal allocation of agricultural science and technology resources and improve the agricultural competitiveness. Considering that the creation of technology innovation alliance agriculture industry is based on the cooperation of heterogeneous members such as between agricultural enterprises and scientific research institutions.There are some obvious difference in the aspects of resources, demand preference and the role among each member,which will undoubtedly have a profound impact on the operating performance of the agricultural industry technology innovation alliance. But as to the problems in operation and innovation performance of technical innovation alliance of agricultural industry, until now there is no systematic study on it in the domestic academic circles.According to the logic framework "problem discovery - theoretical analysis -Empirical Analysis - Countermeasures", on the basis of related theories such as technological innovation, institution change, transaction cost and ecological systems,taking technology innovation alliance of agricultural industry in Fujian Province as the research object, the paper focuses on analysis of the construction of agricultural industry technology innovation alliance, innovation cooperation system and its operating mechanism,comprehensive performance evaluation method is introduced into the system, constructing the system of performance evaluation index of technology innovation alliance of agricultural industry. It evaluates innovation performance of agriculture industry technology innovation alliance in Fujian province using CCR and DEA network. It applies Tobit regression to find out the key factors that affect the innovation performance of technology innovation alliance of agriculture industry. And based on it, it puts forward strategy to improve the performance of agriculture industry technology innovation alliance in Fujian province from the level of government and alliances.Fistly, it clarifies the issues and key points related to the construction of technology innovation alliance of agricultural industry and analyzes the characteristics, background, main actors and the development effectiveness of technical innovation alliance of agriculture industry. The results show that,the growth path of technology innovation alliance of agricultural industry is to adapt to the changes of external environment such as economy, technology, politics and culture,as well as the innovation demand of colleges and universities,research institutes,enterprises and related subjects.Secondly, it analyzes the operation of cooperation system of technology innovation alliance agricultural industry based on the symbiosis theory. It applies ecological system theory and co-evolution mechanism,and considers the innovation alliance as an innovation organization based on association of knowledge technology.in dependence of close space. It is an innovation organization in which league members interact and interdependent each other. It is a system of commonness and the same characteristics as the ecological system of nature. Technology innovation alliance of agriculture industry is connected between the agricultural enterprises,agricultural colleges and universities, research institutes, intermediary service agencies engaged in technical cooperation,so as to achieve breakthroughs in key technologies of industrial in common, to obtain maximum benefits in the fierce market competition. Therefore, innovation and cooperation of innovation alliance of agriculture industry is the important foundation and key point to carry out common technological agricultural field.Thirdly, it studies on the innovation performance evaluation of agricultural industry technology innovation alliance. based on an overview and implementation steps of the theory the DEA method, it analyzes the internal factors influencing alliance performance from 3 aspects; the input level of union of innovation cooperation, operation process and output results. Combined with the actual situation of alliance evaluation, it further constructs the evaluation index system of alliance.Based on the index system, it constructs evaluation model and the sample data were calculus, using the CCR and DEA network model, it conducts the analysis Input-Output effectiveness of the alliance innovation performance evaluation, to evaluate innovation performance level of each decision making units and sub units.The results show that, the input-output of alliance is in the development trend of positive correlation. The efficiency values of different areas of technology innovation alliance of agricultural industry are not the same, the efficiency value of the alliance of agricultural products processing industry is higher than that of planting and breeding.Fourthly, it analyzes the factors influencing innovation performance evaluation of technology innovation alliance of agricultural industry. Based on the field survey and statistical data, according to the results of technical innovation alliance of agricultural industry,it uses Tobit regression model to empirically analyzes the key external factors influencing the innovation performance of technology innovation alliance of agricultural industry. The results show that, variables such as the industrial R & D personnel, the amount of financing, the science and Technology Agency and other are the key factors affecting the performance of technology innovation alliance of agricultural industry in Fujian.Finally, based on the levels of government and the alliance of technology innovation it further put forward some strategies to improve the performance of technology innovation alliance of agricultural industry.
