Research On Performance Evaluation System Of Industrial Technology Innovation Strategic Alliance

As an important part of national innovation system,industry technology innovation strategic alliance has played an increasingly important role in the integration of industrial technology innovation resources,promote the integration innovation of industrial technology,overcome the common technical problems of industry,improve the industry technology innovation ability,enhance the core competitiveness of industries,and promote industrial restructuring and upgrading.It has been highly valued and supported by the state and local governments.Industry technology innovation strategic alliance of Zhejiang province since the start of 2010,has been divided into 4 stages established 46,achieved good results in the planning of industrial development and standard system,organizing and implementing science and technology project,building platform for innovation or display,and training talents etc..But there are some different degree problems in the alliance: the responsibility of the government in charge of the unit is not clear,alliance funds management confusion,lack of common technology R&D and internal governance mechanism,and property rights lack of clear boundaries etc.In the past two years,the construction of the alliance is in a state of stagnation,therefore,how to avoid the huge waste of resources,and promote the development of industrial technology innovation alliance more healthy and efficient,has become a key problem to be solved.Based on the above requirements,this paper reviews and summarizes the relevant theories and literatures at home and abroad,combined with the operation practice of industry technology innovation strategic alliance in Zhejiang Province,used interview and questionnaire survey to find the key influencing factors of industrial technology innovation strategic alliance performance,and tested by SPSS19.0 and Eviews7.0 statistical tools.On the basis of the AHP analysis,the paper establishs the performance evaluation system of the industrial technology innovation strategic alliance,and through the fuzzy mathematics comprehensive evaluation method,take the traditional Chinese medicine modernization industry technology innovation strategic alliance in Zhejiang Province as an example to carry on the simulation evaluation,finally put forward proposals for the development of Zhejiang province industry technology innovation strategic alliance.The following three conclusions are drawn in this paper: First,social support,alliance formation,factor investment,alliance operation,alliance effect is the key influencing factors of industrial technology innovation strategic alliance performance,in the performance evaluation,we must consider the 5 elements,can not be missing.Second,the ranking of the criteria layer weights from the big to small is: factor input,alliance operation,alliance effect,social support,alliance formation,the important role of government support and internal effect can not be ignored in the indicator layer.Third,the final performance simulation evaluation of the modernization of traditional Chinese medicine industry technology innovation strategic alliance in Zhejiang Province as excellent results,however,there is also room for continuous improvement in financial institution support,agency support,equipment investment,alliance governance,relationship governance etc..The conclusion of this research,On the one hand,it expands the application range of analytic hierarchy process and fuzzy comprehensive evaluation method in the field of performance evaluation,is conducive to deepening the theoretical understanding of the performance evaluation of industrial technology innovation alliance,and played a complementary and perfect role in the development of the relevant theories at home and abroad.On the other hand,combined with the results of the index weight and practice research,put forward the policy recommendations of alliance performance promotion,which has a strong practical guiding significance to the development of the industrial technology innovation strategic alliance.
