It's an inevitable choice to establish a technology alliance, to integrate external innovation resources, promote industrial development, improve the technological innovation capability of the industry to, seize the high ground of the future and enhance the comprehensive national strength. Worldwide technology alliance already launched a large scale, but the probability of lasting more than five years is not high, there will be benefit distribution mechanisms are inadequate, insufficient cooperation and other issues during operation. China is in the critical stage of completion of a comprehensive well-off society, it's particularly important to promote independent innovation, enhance the overall R & D capabilities and improve the competitiveness of products. Therefore, it's the general trend to encourage social organizations to join our technology alliance to expand R & D activities. It's necessary to evaluate the technology alliance's performance to maintain a stable relationship of internal members and favor of promoting long-term stable operation.In this paper, we will construct a performance evaluation index system of the technology alliance, explicit the main structure and the various components of the system, determine the weight of each index. It's benefit of discovering the issues of technology alliance during operation and making constructive suggestions for technology alliance'subsequent stable development.Firstly, we comb the results of previous studies. Reviewing of the studies of the technology alliance Connotation, founded motives and classification; reviewing of the studies of the Alliance Performance of measuring and influence factors; reviewing of the studies of performance evaluation system about the connotation and the construction Methods. It has sufficient theoretical basis to evaluate technology alliance performance, and make a solid theoretical foundation to build its performance evaluation system.Secondly, we will select indicators in theory, initially identify the contents of its Index System. Through oriented analysis of the system to determine the enterprise's senior management member of the indicators of subjective feelings as building orientation technology alliance performance evaluation system, and following the principle of scientific, systematic and feasibility to select indicators. In this paper, the impact on the performance of technology alliances of the environmental factors and the main factors as a starting point, selecting the index of individual organizational level, membership levels, resources and environmental level and the aspects of the laws and regulations, initially identified content technology alliance performance Evaluation Index System.Thirdly, using the principal component analysis to examine the contents of the performance evaluation system, determine the weight of each index weight with entropy method, and discussing the results of data analysis at all stages of the topic. We will select the advanced manufacturing technology alliance as samples, collect a certain amount of data by asking members of the Union questions, analyze the statistics and test the reliability and validity of the collected data, use principal component analysis excluded the poor indicators of the Union during operation, obtain the common factor of their evaluation system, analyzes the reason of the excluded indicators, determine the weight of each index using entropy method, discuss the feelings of each index from the firm size and different sectors, make suggestions on promoting Union stable operation.Finally, based on the analysis of the above chapters, get the following conclusions and recommendations. Firstly, the government should increase the Union environmental and resource investment, to provide supporting software and hardware facilities for technical alliance and create a favorable environment for the development of technology alliances; secondly, strengthen the communication between the alliance members, enhance mutual trust, promote a higher level of knowledge sharing behavior and establish smooth communication channels to resolve conflicts; thirdly, noting that small and medium micro enterprises are the mainstay of technological innovation alliance, cover preferential measures to small and medium micro enterprises to spark innovation throughout the technology Alliance and promote the rapid and steady development of technology alliances; finally, improve the operation of the indicators in the technology alliance, improve satisfaction and encourage more research institutions to join the technology alliance.
