In recent years,with the progress of society and the improvement of environmental awareness,people's awareness of the importance of corporate social responsibility(CSR)is becoming more and more consistent.China's government is also gradually promoting the transformation of economic development mode,the third Plenary Session of the eighteen proposed to assume corporate social responsibility as one of the six priorities of reform of State-owned Enterprises.The voice of the whole society to fulfill the social responsibility and demand is more and more high,at the same time constraints are more and more strict.The tide of the times,to promote China's enterprises must take the road of sustainable development,and actively practice social responsibility.Corporate social responsibility requires enterprises to take the initiative to identify and respond with the responsibilities of each stakeholder,to enable enterprises to adapt to the complex social environment,therefore,corporate social responsibility has a social nature,as a complex system,the society has a strong fuzziness and uncertainty,which makes the social responsibility have strong fuzziness and uncertainty.The research of the current scholars mainly focused on finding the basis of the corporate social responsibility,but seldom pay attention to the problem of how to undertake the social responsibility.This makes a lot of enterprises in the implementation of social responsibility in the lack of theoretical and practical guidance,at present,most enterprises in our country are lack of knowledge about how to implement the CSR and how to integrate CSR and enterprise management.thus hesitant,waver,do something as little as.The emergence of organizational sense-making theory provides a way to solve the ambiguity and uncertainty of CSR problem,organizational sense-making is the process of organizational cognition to some extent.It is a process by which the organization makes decisions through cognition,which in turn affects cognition again.Moreover,compared with the traditional easy to be manipulated on the basis of the topic to study the CSR,based on the organizational significance of the construction perspective of CSR more able to reflect the nature of corporate social responsibility.Therefore,this article from the perspective of evaluation,first of all,based on the sense-making theory perspective,including cognitive,interpretation and meaning three Criterion layer,and 9 items of two levels,divided into start,participation,integration and sustainable development of four stages of CSR evolution comprehensive evaluation model;Then,this paper selected the enterprises with outstanding CSR performance at home and abroad PetroChina and Shell as the object of evaluation,through the public information on the two companies for many years of CSR practice evaluation,used the G1-fuzzy synthesis to make these two companies social responsibility evolution;Finally,by comparing the evolution of petroleum and Shell in the case study,themain factors that promote the development of Shell CSR are the improvement of crisis and public social responsibility consciousness.The main reason for promoting the development of CSR is policy factors,and according to the different CSR evolution,from the views of government and enterprises put forward proposals,in order to provide some reference and help for the development of CSR in China.
