In recent years, China's economy has maintained high-speed growth.Correspondingly, fossil-based energy consumption has increased rapidly. Due to the single energy structure, economic growth is facing severe resource constraints and environmental problems. Environmental issues are the most important factor in limiting economic development. Chinese government has launched preferential policies like subsidy for fixed tariff and tax incentives, to promote clean energy and ease the single energy structure problem. However, the reverse distribution of energy reserves and demand restrain the clean energy scale consumption. Therefore, in order to encourage the generation of renewable energy and use clean energy, electric power alternative has to be done from generation side, consumption side, and two sides working together. In this paper, China's electric power alternative policies are taken as research object, and the power alternative pathway optimization and comprehensive benefits analysis are studied.Firstly, the existing research results are summarized, and the basic meaning ,evolution process and relative policies of electric power alternative are introduced. By summarizing electric power alternative experiences and revelation of some typical developed countries, comprehensive action ways of electric power alternative are cleared out, and valuable reference bases are given in carrying out electric power alternative policies deep and further in China. The summary has important decision-making value for the establishment of electric power alternative optimization mechanism on generation side, consumption side and two sides working together. The comprehensive theoretical basis for electric power alternative optimization and comprehensive benefit analysis in the paper are provided.Secondly, the dynamic forecasting and optimization model for electric power alternative potential considering generation side is established. The potential and space of the generation side are analyzed from three aspects, space, potential and pathways.Aiming at regional electric power alternative on generation side, the robust stochastic optimization theory is introduced and the robust stochastic constraint and robust stochastic scheduling optimization model are proposed for the uncertainty of power supply. Finally, based on credibility theory, the conventional mathematical model and stochastic scheduling optimization model are established respectively, and examples for presented models are analyzed.Thirdly, the economic analysis and optimization model for electric power alternative considering consumption side are designed. The paper discusses the electric power alternative pathways like replacing coal by electricity, replacing oil by electricity and replacing gas by electricity, and build a comprehensive benefit analysis model for different electricity alternative pathways on consumption side. Taking maximizing combined investment benefits for electric power alternative of consumption side as optimization objective, and considering constraints during implementation process, the electric power alternative combination optimization model based on classical portfolio model is established. Based on the analysis results and considering subsidy policy for electric heating, tobacco baking price and electric vehicle, the subsidy policy for electric power alternative on consumption side is designed.Fourthly, the optimization model for electric power alternative of both generation and consumption linkage sides is constructed. First, the wind power participating in electric heating at valley period technology is designed, and the electric heating economic analysis model is established. Then, the basic results of virtual power plant are introduced, and a stochastic optimization model of virtual power plant based on robust stochastic optimization theory is established. Finally, a multi-complementary system driven by clean energy is proposed. Taking maximizing system operating benefits as optimization objective, the optimization operation model of multi-energy complementary system is established.Finally, the multi-objective optimization analysis model for electric power alternative comprehensive benefits is proposed. The comprehensive evaluation index system including economic and environmental benefits from generation side and consumption side is designed. The index weight calculation model integrated by subjective weighting principle is proposed, and the optimization evaluation mechanism for electric power alternative comprehensive benefits is established. The mechanism obtains the main effects of electricity alternative policies in China from the whole and local , and compares the vertical and horizontal comprehensive benefits.
