The Food Grain Quality Security In China Under The Background Of The Agriculture Reform Of The Supply Front

People are the mainstay of a country,food grain is the necessity of the people,security is the fundamental of the food,and quality is the principle of the security.The guarantee of food grain quality is the fundamental prerequisite to achieve the food grain security.Therefore,the problem of food grain quality security is an important issue in the food grain security.Currently,the guarantee of food grain quality security is not only the immanent demands to achieve the state food grain security,but also the inevitable choice to cope with the international competitiveness and to adjust the consumption upgrade.This thesis focuses on the research of China food grain quality security under the background of the agriculture reform of the supply front.Based on the literature review,the concept of food grain quality security is firstly defined,and then the relation between the food grain quality security and the agriculture reform of the supply front is rationalized.Thereafter,the current situation and problems on the food grain quality security of China is analyzed from the aspects of food grain production,circulation and consumption.Furthermore,the consumer's consuming characteristics and the sense and evaluation to food grain quality security are empirically analyzed.After the social background that causes the food grain quality problem is analyzed,the theories of market failure and government rules and regulation are applied to expound the formulation mechanism to find the countermeasures for dealing with the food grain quality security.On this basis,to integrate the need of the agriculture reform of the supply front,the regulation and control framework to the food grain quality security are designed and the corresponding countermeasures to ensure the food grain quality security are proposed.The main conclusions of this thesis are as follows:(1)Except for satisfying the meal nutrition requirement of human body,food grain quality security is to ensure the possible harm to the human life and environment caused by the production,circulation and consumption process of food is under the human acceptable level,and it is an important component of the food grain security concept.(2)Consumer in China is generally not satisfied with the action of government to the guarantee of food grain quality security,most of them is not confident to the domestic food grain quality.(3)Industrialization,urbanization,green revolution,food grain purchase policy and so on are the direct reasons to cause the food grain quality problem.(4)The market failure and government rules and regulations is the fundamental reason to cause the food grain quality problem.(5)The regulation and control boundary of government is the precondition to solve the food grain quality problem and must be confined in the market failure range.(6)The guarantee of China food grain quality security need to complete the government duty system and adjust relative policies,and the construction of legislation and institution in food grain quality security management should also be improved greatly.The contribution of this thesis includes the following four aspects:(1)The food grain quality security under the background of supply front reform in agriculture is the frontier domain in the food grain security,and this thesis presents a comparatively comprehensive and systematic analysis on this problem.(2)There are lots of literatures on the foodstuff quality problem and food grain security,but the research on the food grain quality security is less,and the consumer's sense and evaluation to food grain quality security and the theory analysis on this problem are analyzed in this thesis.(3)The formulation mechanism of the food grain quality problem in our country is comprehensively analyzed in this thesis,and the regulation and control framework for the food grain quality security is designed,as a result the research content of food grain quality security is greatly enlarged.(4)The guarantee of food grain quality security is a systematic engineering,which needs the together participation of producer,government,consumer and relative social committee.Only so can the result of stable multiplayer game be formulated.
