Study On Issus Of Grain Security In Village In The Central Of Hunan Province

As an important material of the development of national economy, food is thebasis that maintains social stability and promotes economic development in everycountry. Village is the carrier of the food production and also the main source ofnational food supply. In this paper, there is an in-depth investigation about a typicalvillage, through the phenomena we can seize the essence. By a survey in the villagewe can find the problems of food security in China and seek the best solutions.Based on the Marxism methodology this article systematically centre on therelevant theories of "food security"and comprehensively analyzes the related factorsof grain production and the relationship between various factors. A field survey wascarried out in a typical grain village of Hunan province, by studying on foodproduction situation issues of food security in the typical village we found thecommon problems in the central of Hunan province. This paper analyzes its affectingfactors and reveals the influencing factors of national food security. The articleanalyzes balance between national responsibility and the local goal for village andput forward the effective measures to solve the issues of food security.The article is divided into six chapters. Firstly, the paper introduces the researchbackground and significance of food security, both foreign and domestic researchactualities，research ideas and methods, research contents and innovation. Secondly,there is a series of theoretical analysis of food security issues, it contains theimportance and the intention definition of food security. Food is the requirement ofthe people, it is the demand of new rural construction of the socialist and the need ofeconomic development, national security and social stability. Food security means thecountry should ensure that people can get and can afford the basic food they need atany time, in other words, food security is to ensure a sufficient number of foodproduction; maximize the stable food supply; insure food for all the people. Thirdly,this paper analyzes the situation of production, consumption, circulation of food inMei Long village during the last ten years. By an on-the-spot investigation it cantruly and objectively reflects the reality. Fourthly, based on the fact we can knowsome main problems of food security in Mei Long village: farmers don’t want to plantfood; farmland is deserted seriously; agricultural infrastructure is poor. Fifthly, thearticle analyzes the main factors that affecting food security: comparative benefit of grain-growth is low; position-relevant of food subsidies policy is poor; agriculturalscience and technology lags behind. Sixthly, this paper put forward some basicapproaches to ensure food security. We must encourage farmers to grow food andcultivate professional farmers; increase the intensity of grain subsidies and perfect thesubsidy way; strengthen the construction of agricultural infrastructure; improve thelevel of agricultural science and technology.It is still very rare to study the problems of food security from the perspective ofvillage, in this sense, this paper has great innovation. Through the comparativeresearch this paper analyzes the typical village’s grain production, grain consumptionand grain circulation, it provides more theoretical and practical basis for the researchof food security, at the same time, on the basis of combing the empirical research andthe investigation for data gathering, we analyze the status of the village’s grainsecurity and the relationship between the influencing factors, and find out the moreeffective solutions to solve the problems of food security.
