As a recording progress of human civilization and tools of scientific and technological, the publishing form of scientific paper has experienced a number of stages, from early laboratory reports to globally availableauthorizedpublications.Whereas, the imbalance in the development of science and technology in the vast majority of disciplines contribute to the situation that the top-ranked traditional journals are mostly monopolized by foreign publishing groups.This is harmful to scientific community in China, as it is unfavorable to the recognition,publication and the formation of the impact on the scientific outcomes. Moreover, it is harmful to the retention and protection of intellectual properties as well as the economic benefits.Fortunately,with the rapid development of new information technology, especially network technology, the publishing model of scientific papers has undergone enormous changes. With the help of the Internet in terms of instant, open, transparent, free ect.,researchers can fastlypublish their own works and share their ideas without constraints of "price" and "license" by traditional journals. Therefore, the online publishing model had received extensive attention by academia, including universities, research institutions and publishing groups. Therefore, how to improve the core competitiveness of online journals under the new online journal publishing mode, and how to provide better online papers,online journal publishing services have become the research of focus.In this context, the current study will focus on the key issues in the construction of the platform of online journal publication, including the online journal open access platform and the online journal platform. In the online journal aspects, the emphasis has been put on the mechanism underling the evolution of the core competitiveness and the evaluation indicators of online journals. This would providethe basis for the construction offirst-class online journals in China. In building online journal open access platform aspects, based on the primary research data from the Ministry of Education affiliated colleges and universities,this dissertation alsoprovides a feasible suggestions for the construction ofplatformusingbig data to analyze the development of open accessmode in China.The conclusions made in this dissertation are based on the comprehensive summary and analysis of the all the data from the investigation or website. The corresponding five contents are identified as follows:Firstly, from the perspective of the evolution of publication modes, the common points and differences are analyzed. Based on which, the advantages and disadvantages are summarized for each mode.On this basis, the evaluation criteria for traditional journals, the calculation methods are reviewed.Secondly, considering the characteristics of the publishing and organization modes ofonline journals, thisdissertation makes an in-depth study of the two evaluation criteria"core competitiveness" and "impact" of journal from the aspects of concept definition,connotation extension and system composition. This studyproposes an influential analysis model of online journals by integratingorganizational structure and system dynamics factors. By comparing the core purpose of previous studies, the author thinks that the "core competitiveness" is more suitable for the strong ecosystem environment for the online journal and lays the foundation for the follow-up research.Thirdly,, based on the systematic analysis theory, the formation mechanism and evolution theory of the "core competitiveness" of online journals are proposed for the first time. After studied the external and internal motivation of online journals, five ways to enhance their core competitiveness are proposed and the periodical changing characteristics of core competitiveness are analyzed. After that, the method of keeping the core competitiveness and cultivation growing points of online journals is proposed.Fourthly, the evaluation model of "core competitiveness"of online journals based on fuzzy matrix and PCA algorithm is constructed. The multi-factor integration model is proposed by combining the analytic hierarchy process with fuzzy comprehensive evaluation model and principal component analysis method, respectively. Experimental results from a number of online journals show that the proposed model is easy to solve and is helpful for readers to understand the core competitiveness of online journals. This research has promoted the development of the evaluation theory of online journals.Fifthly, open access is the mainstream and trends the future. Whereas, open access journals have not yet been well recognized by Chinese community. Questionnaires are designed according to the characteristics of open access journals.This is combined with high-quality resources from Ministry of Education affiliated colleges and universities.Then, big data analysis is performed to access the China's open access environment in China. The status and potential of open access within the scientific community in China is explored. Finally, the open access policy that is suitable for the national situation is recommended.In short, the study of core competitiveness of online journals in our country is still at the exploratory stage and the basis of the theoretical model and evaluation method is far from mature. Therefore, it is an urgent need of in-depth study. This dissertation makes a preliminary exploration on the composition, evolution characteristics and evaluation methods of the core competitiveness of online journals. Extensive review on theopen access modeof online publishing is also conducted. On this basis, the further development is suggested according to the national situation.This dissertation aims to promote the evaluation theory of core competitiveness of national online journals. This dissertation also intends to accelerate the development of national online journal and to enhance its core competitiveness.
