Research On The Land Use Changes And Plan Implementation Mechanism Of Beijing's Green Belts

The dissertation focuses on land use changes and its mechanism in Beijing's green belts.As an urban growth boundary,a guarantee of ecological security and a platform for urban and rural governance,green space located in urban fringe is playing a more and more significant role for the development of a metropolitan area.The implementation of green space plans has become a driving force for the land use changes in urban fringe.The dissertation takes Beijing's two rings of green belts as research objects,to do an evaluation on plan implementation and policy analysis,to summarize the main characteristics of the implantation paths of Beijing's green belts plans and policies,in order to provide lessons for other metropolitan or quasimetropolitan areas in China.First,the dissertation looks back into the planning theory and practices in urban fringe,especially the plan and implementation of green belts,including the main reasons for the failures of green belt's implementation and localization.Based on the Beijing's green belts,a literature review is devoted to related remote-sensing-based LUCC(Land-Use and Land-Cover Change)studies and survey-based comprehensive policy evaluations.Secondly,an empirical study framework,which is featured by ‘time-division and policy-subregion',is established for plan implementation evaluation and policy analysis.The evaluation on plan implementation includes LUCC analysis based on remote sensing data,census data and network data.The policy analysis consists of regression analyses based on the factors affecting green belt plan implementation and evaluations on the implemtation processes and impacts of typical areas.Finally,based on the conclusions of literature and empirical study,optimizing strategies,from the perspectives of statutory planning formulation,policy and implementation strategies,and the management of implementation funds,are proposed.The dissertation has made a further study on the green space plan implementation from research framework,technology and perspectives.By subdividing implementation periods and policy areas and the comprehensive use of multi-channel data,the dissertation has clarified the evolution and interaction of polices in Beijing's urban fringe.It has analyzed the land use changes under the influence of policy guidance and urban system.It has also summarized the effectiveness and dilemma of land banking mechanism and municipal major projects,as the main driving forces for current green belt plan implementation.
