Research On The Adjustment Of Industrial Structure In Heilongjiang Province

As an important old industrial base,Heilongjiang has made a great contribution to national social-economic development,with strategic resources including oil,coal,timber and grains,which contributes to huge profits and tax revenues.Whereas,this situation also causes the old industrial base's structural rigidities and path dependency.In recent years,the economic growth of Heilongjiang province has dropped dramatically.On the whole,it shows a downward trend.Due to recession pressure,the overall revitalization of the old industrial base is facing severe challenges.In the macro background of the “new normal”,under the guidance of the development concept of innovation,harmonization,green,openness and sharing,guided by General Secretary Xi Jinping's major addresses,aiming at difficulties and structural contradictions an old industrial base faced in the process of revitalization,an in-depth analysis was made on Heilongjiang traditional industry's advantages and disadvantages.Directed by the industrial restructuring,to seek a breakthrough in the development of innovation,theories and strategies were suggested for the overall revitalization of Heilongjiang old industrial base,which has great theoretical and practical significance.Through reflection over the analysis of recession,it is found that difficulties of the old industrial base of Heilongjiang result from the exterior power such as national policies being sluggish,and the endogenous power like the optimization of structure not being started in advance.The above problems cause the risk that Heilongjiang's regional development will enter a “middle-income trap” under traditional path dependence.Based on the analysis of the above problems,Heilongjiang province should strive to solve the structural contradictions,and go beyond the old growth model.It does not mean,however,the old basis should be abandoned completely.In fact,the new development should base on the existing foundation,to transform and upgrade traditional industries.The endogenous power is stimulated by breaking the structural contradictions,that is,the construction of industrial structure with more growth ability based on the traditional advantages,the current basis and potential,thus going beyond the traditional path dependence and realizing the revitalization of Heilongjiang old industrial base driven by the endogenous power.This dissertation is divided into nine parts.The first part is the introduction,including the research background,research significance,research methods,research review and main innovations.Chapter One expounds the theory of Marxist political economy,Comrade Xi Jinping's major addresses,and industrial economics,development economics and regional economics about the industrial restructuring,and deeply studies the core related content and guiding function of this dissertation.The second chapter constructs the industrial structure theory based on the general law,systematically defines the precondition,reason,direction and impetus,summarizes the general law of industrial structure adjustment,explains the theories of rationalization and advancement of the industrial structure of the country or region,and puts forward that the endogenous power is the basic direction of industrial restructuring of the old industrial base in Heilongjiang,which provides the theoretical support and guidance for the research.Chapter three analyzes and sums up the current situation and future trend of China's industrial structure adjustment,studies the general situation of China's industrial structure adjustment,and achievements of China's industrial structure adjustment,combs the problems existing in the industrial restructuring and provides the macroscopic guidance for the industrial restructuring of Heilongjiang old industrial base.Chapter four reviews and describes the historical evolution and basic situation of the industrial structure of Heilongjiang old industrial base,analyzes the current situation of the industrial restructuring in Heilongjiang Province,studies the existing structural contradictions,and points out the main reasons of the formation of industrial structure in Heilongjiang province.Chapter five analyzes the main problems existing in the industrial structure of Heilongjiang old industrial base,and points out that the primary industry is stable but lacks the comparative advantage;the internal structural contradictions of the secondary industry are prominent;the third industry is deficient and its development is insufficient.These outstanding problems mainly result in the gradual decline of Heilongjiang old industrial base.Chapter six focuses on the successful model of industrial restructuring in China and foreign countries and its revelation.By reference to the successful model of industrial restructuring in the relevant regions at home and abroad,the empirical direction of relevant revelation is summarized.In chapter seven,according to the theoretical analysis of industrial structure based on the general law,combined with domestic and foreign experience and Heilongjiang's actual situation of economic-social development,it puts forward the basic principles of industrial restructuring of Heilongjiang old industrial base,and far-future target selection and main adjustment direction.Based on the analysis of relevant theories of Marxism and the general law of industrial structure,and the successful model of industrial restructuring in China and foreign countries,combined with the current situation of Heilongjiang economic development and industrial structure,aiming at the cultivation and formation of endogenous power,chapter eight mainly expounds the main choice of realizing the industrial restructuring and innovation of Heilongjiang old industrial base.In chapter nine,based on the main route selection of industrial restructuring and innovation in Heilongjiang old industrial base,it puts forward some suggestions on how to speed up the restructuring and innovation of industrial structure of Heilongjiang old industrial base,on the basis of the general law based theoretical analysis of industrial structure,and from the angle of endogenous power drive.
