Tibet autonomous region is very rich in mineral resources,many of which complement the lack of mineral resources in the eastern regions of China as an alternative of China's strategic resources.Huge development potential in mineral resources is a future advantage of the economic development of Tibet and also the expectation of all ethnic groups in Tibet becoming rich and prosperous.However,the ecosystem in Tibet is fabulously fragile,the climate at the Tibetan Plateau is awful and the ethnic culture here is diverse.Moreover,Tibet is of special strategic position at the national security and social stability.All of these need to be faced during the development of mieral resources in Tibet.Therefore,how to realize the harmony between human and nature,and the harmony between ethnics in the process of developing the mineral resources in Tibet relates the economic development and improvement of people's livelihood,and relates the national security,social stability,and the ecological security of Tibet as well as the country.So,it is of significance to study the theory on the harmous mining and seek the new way of developing the mineral resources in Tibet.On the basis of the previous published literatures,the chacateristics of the mineral resources development in Tibet were deeply analyzed in this thesis.Then considering some factors,e.g.sustainable development,input-output ratio,optimum of resources utilization,benefit-sharing,recycling economy et al.,the theory on the harmony development in Tebit was studied systemically from multidisiplinary view.An attempt was also made to explore the developing modes on the harmony mines of Tibet.Finally,the proposed theory was preliminarily applied in Jiama mines of Tibet to evaluate its level at the present developing.The main research work has been done as follows:Firstly,the influences of natural environment,social and economic development leve and ethnic characteristics of Tibet on the development of mineral resources were studied thoroughly.In turn,the influences of the development of mineral resources on the social and economical development of Tibet were also analyzed.The problems that potentially exist in the process of mineral resources development were pointed out.Secondly,the new mode based on an Environment-Society-Economy system(ESE)was established to suit for the Tibet characteristics with consideration of the common problems of mining development as well as resource conservation,environment-friendly theory and the harmony between mines and locals.This mode is an improvement and specialization of the Society-Resource-Environment-Development system(SRED)for the sustainable development of Qinghai Tibet Plateau Region.In this mode,Development and the econormic property of Resource in SRED are modified into Economy in ESE,and the social property of Resource is integrated into Society in ESE.On this basis,the theoretical frame of building harmonious mining areas in Tibet was then established,including two lines(i.e.,the harmony between human and nature and the harmony between ethnics),three themes(i.e.,persistence in the harmonious development of economic benefit and ecological environment benefit with priority of the later,persistence in the development of ecological environment protection and society hand in hand and persistence in the sustainabled development of mines and economy),and nine principles(i.e.,harmonious protection of ecology,harmonious utilization of resources,harmonious development of scientific and technological drive,harmonious growth of economy,harmonious sharing of benefit,harmonious devlopement of culture,harmonious adjustment of industry,harmonious arrangement of intergeneration and harmony of community).Thirdly,an evaluation index system for ESE was established aiming at the developing mode of harmonious mining areas in Tibet.A serial of indices which consider characteristics of Tibet mine development were introduced for the subsystems of Environment,Society and Economy.According to the structured principles and logical connotation,and based on the input data,production data and output data of mines,a model for quantifying the evaluation indices of the subsystems was proposed,which enables the evaluation of harmonious mining area development to be quantified.Fourthly,using analytical hierarchy process,the weights of the three subsystems and the nine evaluation indices at fisrt level were determined.Evaluation criteria of the harmonious mining area development in Tibet were studied based on those of sustainable development.On this basis,an evaluation and prediction model for harmonious mining area development in Tibet is estalished in the frame of grey system theory.Further,a method for analyzing and modifying the factor indices that block harmonious development was proposed.Fifthly,the proposed evaluation and prediction model was applied to study the harmony of Jiama mine developmentin Tibet.The results show that,In 2014,the status quo of the harmonious degree of in Jiama mine was basically consistent with the actual situation of production and operation.If Jiama mine continues operation in the present mode,the subsustems of Enviroment and Economy cann't meet the requirements of harmonious mining area development until 2017 except Society.Thus,according to the importance of fractor indices and the capability for the operational regulation and control of the mine,the indices were corrected and predicted many times and an optimum way to harmonious mining area development of Jiama mine is found.This application aids to explore the mode of harmonious mining areas in Tibet and reasonably develop the mineral resources in Tibet,which provides a new idea and approach to raise the capability of sustainable development of Tibet.
