Conquest of nature could be seen as the main characteristic of the three-hundred-year industrial civilization, of which technological revolution and market economy made two crucial weapons. Technological revolution promoted human’s ability to conquer the nature, improved the efficiency in using and transforming nature resources, and manufactured uncountable new technologies or productions, while market economy made human’s desire to maximize fortune to the extreme, causing immoderate production, consumption and request to the nature. The booming of mining industry brings ecological damage, environmental pollution and mine disasters, and these problems are why the country made it fatal to build up harmonious mining area.In the context of establishing harmonious society, the dissertation chose "harmonious mining area" as research topic, focusing on key mining economic zone, mainly talked over concept definition, evaluation system construction, influencing factors and strategies. The evaluation system was built on three theories, sustainable development, ecological civilization, stakeholder, and took the specificity of establishing harmonious society into consideration. The dissertation illuminated experiences home and abroad in founding harmonious mining area using case study and comparative study, applying adapted fuzzy comprehensive assessment method to evaluate empirically, and trying to figure out the effect that resources-relied industry shadowed on economy, society and intellectual system. After filtering the relevant factors that do have influence on resource utility and environmental efficiency, the thesis made it clear how to improve them, then came up with useful strategies in promoting the level of harmonious mining area in key mining economic zone from the perspective of government, corporate, and social participation.The thesis is organized as follows.As the first chapter, the introduction part generally talked about background and significance of the thesis, reviewed relevant literatures, and introduced research thought, contents, methods as well as the primary innovation parts.The next chapter contains concept definition and theory basis. Realizing harmony between human being and nature is what the basic content of harmonious mining area requires, as well as ensuring harmony among human beings. Building up a harmonious mining area demands balance of economy and society development, and a whole arrangement of "five constructions" are also in great need. The thesis chose thirty typical mining economic zones out of seventy-five, after considering occurrence features, distribution patterns, development level, trying to guarantee a ratio balance. As for the theoretical basement, sustainable development, ecological civilization, stakeholder theory and corporate social responsibility theory are involved.Chapter three presents actuality and experience both home and abroad. Typical countries, such as Canada, Australia, America, do have many experiences in mining and land policy implementation, and they dedicate to promote harmony given the fact that there is rare such description. Then in China, local governments push forward the establishment of harmonious mining area actively corresponding to the calling from Ministry of Land and Resources, of which Qinghai, Tibet, and Shanxi province are presenting strong representativeness for different reasons, therefore, their efforts to build up harmonious mining area are important enlightenment to others.Chapter four focuses on evaluation system designing to harmonious mining area in key mining economic zone. Used focusing method, the thesis selected twenty-five index relevant to harmonious mining area establishment, solving some problems such as data in disorder and wide evaluation coverage. ANP and entropy evaluation methods were adopted to confirm weighted value of criteria layers, and FCM method was used to obtain homologous matrix. What’s more, the samples used in the thesis contain time dimension, and Ideal Point Matrix method here was to deal with relevant weighted value issue on time dimension.The fifth part is about evaluation to harmonious mining area. To be honest, the harmonious degree of key mining economic zone in China has stayed beyond average level for a long time. However, due to the establishment of Green Mining, harmonious mining area, as well as the impulse from sustainable development concept, the society has witnessed an obvious improvement in degree of harmonious. Taking weight of time into consideration, society subsystem keeps the highest level than others, and economy subsystem stays behind. But things have changed recently. The economy subsystem rose to the first group with society and environment subsystem in 2014, as a result, resource and intelligence subsystem were left behind as the second group.Part six is a carding on influences that a resource-industry-relying area casts on economic development. It cannot be denied that "resource curse" does exist in key mining economic zone, where the stronger a certain area relies on resource, the slower economy develops, as a result of squeezing out technology innovation, opening-up aspiration, manufacture investment, and enhancement of government intervention. In all the influential factors to economy growth, material capital investment was the most important one, at the same time, technology innovation level, opening-up degree and manufacture investment also had positive effect. However, the positive impact of human capital investment lacked stability, and government intervention played a converse role.Chapter seven pays attention to ecological efficiency routing selection. To those developed mining economic zone, economy growth and environment investment are of greater importance out of the five routes, while a higher economy development is the key factor to improve ecological efficiency of sluggish mining zone; as for regenerative mining zone, there are three paths leading to a high ecological efficiency, of which optimizing industry structure, raising investment on technology, education and environment are the most essential; then, five patterns could be adapted to growing-kind mining zone, improving mining accessibility or optimizing industry structure are proved useful.Chapter eight is unfolded around advice concerning building up harmonious mining area. Harmonious mining construction is a complicated and systematic program, and it can by no means be realized just depending on one actor, government, corporate, and the third party are all supposed to participate, of which government provides institution, fulfilling its leading action, corporate carries out its social responsibility, and the third party also plays their parts in the process.The last part is conclusion and expectation to the dissertation, talking about conclusions, limitations, as well as expectations.Possible innovations of the thesis are as follows.Theoretically, the thesis did abundant research on harmonious mining area construction and evaluation, which is beneficial to theory expansion in harmonious society; built up an evaluation system containing economy, society, resource, environment and intelligence, providing a positive basis for harmonious mining area evaluation and the empirical research next; deepened and expanded the research on influences that a resource-industry-relying area casts on economy, society and intelligence system, especially with the help of samples based on key mining economic zone, the research is closer to the essential attributes of resource industry relying; combined the effect factors that impact resource utility and environment protection efficiency, combed results coming from factors interaction, offering some helpful references for relevant research.From the perspective of method, the thesis applied modified comprehensive evaluation method to assess the current situation, in allusion to problems such as data in disorder and wide evaluation coverage. Specifically, ANP and entropy evaluation methods were adopted to confirm weighted value of criteria layers, and FCM method was used to obtain homologous matrix, after t-test on every dimension, getting a distinction of harmony degree; on the other hand, considering that there may be problems causing by small samples and the existence of interaction effect, the dissertation used quantity comparative analysis to choose patterns.Viewpoint from policy, considering that harmonious mining area construction lacks abundant experience, at the same time easily affected by policy leading, so the governments’ guidance is of great significant to mining development. The thesis advised governments fulfilling its leading action, corporate carrying out its social responsibility, and the third party also playing their parts in the process.
