Research On The System Of Circular Economy Development In Zhanghuang Industrial Park Of Shandong Province

Compared to the previous mode of economic development,circular economy pays more attention to the efficient utilization of resources and environmental protection.The government must use laws and regulations,the relevant policies and other institutional arrangements to carry out intervention,use the role of institution to make up for the lack of market,ensure the healthy development of circular economy.Most of the industrial parks of our country generally have some problems in the development process,such as industrial ecological efficiency is generally low and other problems.In the process of the development of circular economy in our country,the majority of people pay more attention to technical rather than institutional aspects,which lead to the circular economy system of China is not perfect,in many aspects should be improved.This paper analyzes the current situation of the development of circular economy industrial chain in Zhanghuang Industrial Park and the related system of foreign circular economy industry chain,hoping to put forward the opinions and suggestions on how to realize the coordinated development of economic development and environmental protection of Zhanghuang Industrial Park.By synthetically use of the methods of literature search,field investigation and case study,this paper analyzes the important principles and the mode of operation of circular economy,as well as the important roles of circular economy system in promoting the development of circular economy and constructing ecological civilization,and evaluates the importance of participating subjects and system construction of circular economy.Then,taking Zhanghuang Industrial Park as an example,it points out that the existing laws and regulations in the circular economy system of Zhanghuang Industrial Park are not perfect,the tax policy support is not enough,the support of financial policy is insufficient,the talent support policy needs to be improved and so on.At the same time,it also analyzes and draws lessons from the institutional experience of developing circular economy at home and abroad Finally,it puts forward suggestions on the construction of circular economy system in Zhanghuang Industrial Park from five aspects,which is to strengthen policy support,to strengthen the support of science,technology and strong financial support,to set up the enterprise responsibility system,and to improve the system of public participation.It is hoped that these suggestions will be used to guide the development of Zhanghuang Industrial Park,in order to realize the virtuous circle of economic growth and resource conservation and environment.At the same time,this paper also hopes to provide an institutional reference for the regional circular economy in this region and other regions.
