Study On The Evaluation And Development Strategy Of Urban Ecological Civilization In Western China

Since the concept of "ecological civilization" put forward inthe 17 th National Party Congress,all departments and regions in China have focused on the ecological environment.While promoting the development of economic,we should promote the construction of ecological civilizationvigorously.The Eighteenth and Nineteenth National Congress of the Communist Party of China proposed various ecological civilization construction and reform programs,as well as corresponding institutional systems and reform measures.These measuresaim to advance arouse inclusive attention.These national-level strategies and policies show that the construction of ecological civilization has become one of the most important assignments of the government.The top-level design of ecological civilization has been formed and the system of ecological civilization has been improved gradually.However,for the western region of China,as anunderdeveloped region,is facing the dual pressures of economic growth and ecological environment protection.Becauseit is the source of many rivers in our country and ecological environment is fragile,the construction of ecological civilization in the western region is critical.It is related to the effectiveness of our country's ecological civilization construction,and also affects the size of our country's environmental carrying capacity.Therefore,in this paper,the western urban ecological civilization evaluation index system and development path are taken as research themes,which are conducive to supplement and modify the existingtheories.Inaddition,through analyzing the current state of urban development in the western region and the development level of ecological civilization scientifically,this paper attempts to explore a characteristic road which suits to the development of the region.At the same time,based on a scientific assessment of the level of urban ecological civilization in the western region,this article put forward many targeted policy recommendations.It hopes to provide reference for the government to construct the ecological civilization.Firstly this article elaborated the general theory of the development of urban ecological civilization,and then analyzed the development status of the western urban ecological civilization.Secondly,the multiple-index comprehensive weighting method and the policy Delphi method were used to construct the evaluation index system of urban western ecological civilization.In addition,the reality of development and level of ecological civilization development in Xi Ning were evaluated based on empirical research methods.Finally,the strategy and policy has been put forward for the development of the western urban ecological civilization.Apart from the introduction,the structure of this article can be divided into six parts.The second chapter summarizes and generalizes the general theory of urban ecological civilization research.It mainly includes the theory of urban development,ecological carrying capacity,sustainable development,and urban ecological civilization.The focus of this section of is to clarify the theoretical basis and clarify the inherent logical relationship between urban development,ecological civilization,and the construction of urban ecological civilization.The third chapter analyzes the development status of western urban ecological civilization construction,mainly including social and economic development,resources and energy utilization,ecological environment protection,land and space development,system and investment.Based on the theoretical research and practical analysis,the fourth chapter constructs a western urban ecological civilization evaluation index system that includes five first-level indicators,ten second-level indicators and 35 third-level indicators.The fifth chapter evaluates and discusses the level of urban ecological civilization in Xi Ning.The sixth chapter proposes the development strategy and policy which based on the empirical research.The last chapter is the research summary and outlook.This article has three conclusions.(1)The economic development in the western region is accelerating,moreover,thewestern city have begun to show strong strength and growth potential.Withthe advantage of clean energy conditions,it is expected to become the clean energy base in China in the future.However,the air pollution has become a major problem in the development of western cities.Therefore,the western region should carry out many plans to solve these problems which rely on the characteristics of its own development and the advantages of ecological resource.(2)The evaluation results show that at present,the level of urban ecological civilization in Xi Ning has reached a good level overall,with a score of 74.12 in 2013,a score of 78.16 in 2014,a score of 80.02 in 2015,and a score of 83.75 in 2016.Furthermore,in the past 10 years,the level of ecological civilization in Xi Ning is tending to rise and it is characterized by three stages.Since 2012,important achievements have been made and an ecological and civilized society has been establishedgenerally.During 2005-2016,the level ofsustainable economic development is relatively stable,but the overall level is higher than the level of ecological sustainable development and social sustainable development.Additionally,the level of ecological sustainable development showed an upward trend during the sample period and the level of sustainable development of society is growing faster.(3)The development of urban ecological civilization in the western region should focus on three characteristics,including promoting sustainable economic development with low carbon and innovation,promoting ecological sustainable development with environmental protection,and promoting people-centred sustainable social development based on the ecological carrying capacity.At the same time,it is necessary to use policy guarantees,organizational guarantees,industrial policies,fiscal finance,public participation,and ecological compensation mechanisms as policy support to promote the long-term development of urban ecological civilization construction in the western region.The innovation of the thesis lies in the three points as following:(1)The basic framework of the study on the development of urban ecological civilization in the western region is systematically proposed.This paper proposes that the evaluation of urban ecological civilization constructionshould base on the general theory,and it is important to analyze the current situation.Constructing an evaluation index system,analyzing and proposing strategies and policiesare the focus of the research.(2)Based on the characteristics of urban development in the western region,an urban ecological civilization index system with western characteristics has been constructed.(3)Based on the established index system,a case study was conducted on the typical western city of Xi Ning.
