Under the dual background of "One Belt And One Road" initiative and China's implementation of innovation-driven development strategy,this paper research on the influence of One Belt And One Road initiative on the innovation efficiency of provinces and cities along the routes and the mechanism of action.Through the elaboration of theories of technological innovation,spatial economics and regional economic integration,combining with the specific measures of the One Belt And One Road initiative and the changes brought about by the provinces and cities along the routes,this paper proposes that the "One Belt And One Road" initiative will promote regional innovation efficiency in provinces and cities along the routes.The paper also explains the mechanism of the four action channels: the factor distortion correction effect,the trade liberalization effect,the infrastructure connectivity effect and the spillover effect of FDI technology.To further demonstrate the reliability of this hypothesis.In this paper,the regional innovation efficiency measure of 30 provinces and cities in China except Tibet was completed by using the stochastic frontier model of adding spatial effect.Then,based on the regional innovation efficiency panel data measured by the stochastic frontier model,applying the different in difference model to the "One Belt And One Road" initiative to effectively improve the innovation efficiency of the provinces and cities along the route,finally completing the argument for the previous hypothesis.Finally,under the premise,the "One Belt And One Road" initiative promotes the innovation efficiency hypothesis of provinces and cities along the routes.Using multiple mediation effect models,The effect mechanism of "One Belt and One Road" initiative to improve the innovation efficiency of provinces and cities along the route is empiricized.Through such a series of studies,the following research findings are summarized:Firstly,in the current stage,China's regional innovation activities with strong spatial correlation,but when measuring innovation efficiency of space,the effect of space effect on innovation efficiency is not significant.It tell usin the process of implementing innovation-driven development strategy and improving the efficiency of innovation,exchanges and cooperation with neighboring areas should be further strengthened.We can promote growth in output,and then improve the efficiency of innovation by using technology spillover from adjacent areas.From the factors that influence the efficiency of innovation output,the improvement of infrastructure,the development of technology market and the government financial support have a significant positive effect on the improvement of innovation efficiency.However,the regression coefficient is negative and not significant,indicating that the role of innovative talents in improving regional innovation efficiency has not been fully played.From the output elasticity coefficient,the elasticity coefficient of the R&D capital output is higher than the elasticity coefficient of the output of the R&D personnel,indicating that the R&D capital contributes more to the innovation output in the current stage.Will the innovation efficiency of eastern,central and western comparison,we found that innovation efficiency from high to low in turn is the eastern region,the western region,the central region,it is worth noting that the west from the eastern innovation efficiency average catch up after 2013,thus,the efficiency reflects the relative status of efficiency value discretion is not always exactly the same as that of regional economic development level.Secendly,the ?One Belt And One Road ?initiative significantly increased regional innovation efficiency in provinces and cities along the routes.The One Belt And One Road initiativehas been proposed for four years.,its effect on the improvement of innovation efficiency in the provinces and cities along the routes has never been significant,and it has been significantly negative and significant for a gradual change process.From the factors affecting the effect of initiative,the more the infrastructure develop,the better the high technology industry develop,the bigger the government gives support to innovation activities,all the way along the initiative to improve the efficiency of regional innovation,the more significant effect.However,the indicator variables representing the quality of workers have no significant impact on the "One Belt And One Road" initiative.Thirdly,the "One Belt And One Road" initiative mainly promotes regional innovation efficiency through the two mediation effects of factor distortion correction and infrastructure connection.The intermediary effect of trade liberalization reduces regional innovation efficiency,and the influence of FDI mediation effect on regional innovation efficiency is not significant.Further study found that in the ?One Belt? provinces and cities along the sample,the liberalization of trade and FDI intermediary effect were significantly,in the ?One Road? provinces and cities along the sample,the liberalization of trade and FDI mediation effects were not significant.Reason may be that all the ?One Road? provinces and cities along the sample are theeconomic developed provinces and cities,and its technical level is higher,and the advanced foreign technology gap is smaller,so the trade level of ascension and the FDI growth for its innovative efficiency does not have a significant impact.However,the provinces and cities along the belt and road are relatively backward in economic development.The gap between the technical level of the developed countries is large,and foreign trade and FDI can better improve their technological level and thus improve the innovation efficiency.This suggests that we should adopt differentiated measures to improve the efficiency of innovation in the process of innovation-driven development.Compared with the existing literature,the main contributions of this paper are as follows:Firstly,supplement the existing One Belt And One Road research.After the One Belt And One Road initiative,a lot of research has been carried out on the background,the target positioning,significance,goal,and so on question of One Belt And One Road.However,there are few studies on the impact of One Belt And One Road on regional innovation efficiency.This paper studies the influence of One Belt And One Road on regional innovation efficiency and complementsthe existing One Belt And One Road related research.Secendly,furtherenrich the existing innovation theory.China's innovation-driven development strategy needs to be adapted to China's national conditions and can solve the innovation theory of China's transformation and development difficulties.Through the analysis of the change trend of innovation efficiency in 30 provinces and cities in the past ten years,and the discuss on impact factors on the innovation efficiency of provinces and cities along the One Belt And One Road initiative,can further enrich the existing theory of innovation efficiency.In turn,it provides theoretical basis for the country and the place to promote the implementation of innovation-driven development strategy.Thirdly,providing a scientific measure to evaluate the efficiency of innovation.The promotion of innovation-driven development strategyand the improvement of innovation efficiency is inseparable from effective supervision and evaluation.It has important practical significance to realize innovation ability promotion by means of science and technology innovation activities of each link in the control,measure and evaluate its input and output efficiency scientifically,to master science and technology innovation activity characteristics and law of evolution for perfecting the innovation mechanism in our country.Forthly,exploring new ways to narrow the economic gap between the west and the east.In recent years,to narrow the gap between regional economy,the country has carried out a series of measures,including the western development strategy,and made some achievements,but the development of the eastern midwest gap still exists,especially in the west and east gap is widening.This requires us to find new and effective measures to narrow the regional economic gap.The new growth theory holds that the difference in economic growth is largely determined by the differences in regional technological innovation.This enlighten us: the western region should realize the rapid economic growth,narrow the gap with the Middle and the East,should be in the technical innovation to work hard.All the way through empirical test,this paper not only confirm "neighbourhood" initiative can effectively improve provinces and cities along the regional innovation efficiency,and the transmission mechanism and the factors affecting the effects of policy made a comprehensive analysis.It is of guiding significance for the future of the western region to better grasp the "One Belt and One Road" opportunity to improve its innovation efficiency and finally narrow the economic gap between the eastern and central regions.
