and rural areas,and to break down the urban and rural dual economic structure in order to release the reforming dividend,the 16th CPC National Congress decides to promote the development of urban and rural economy as a whole,and the 18th CPC National Congress further points out that the urban-rural integration is the basic way to solve the problem of"agriculture,rural areas and farmers",and the integration of urban and rural economic development is the key to urban and rural integration and an essential element in urban and rural areas equal exchange,the equilibrium configuration of public resources,the income gap between urban and rural areas gradually narrowing of a long-term and dynamic process.As the main policy tool for adjusting the economic relationship between urban and rural areas,the policy of political support and agriculture plays an important role in the development of urban and rural economic integration and shoulders the important mission and responsibilities.from2004-2017,14consecutive“NO.1 Document”is focused on the"three rural",ing the outline of the central policy ideas,with the strong support and guidance of the central policy,agriculture investment is increasing,support pattern is gradually completed,the system barrier is gradually breaking down,"three rural"capital scale constantly hit a record high.However,the problem of"three rural areas"has not been effectively solved,and there remains a certain gap between the target of urban and rural economic integration development.Based on this,this study mainly analyzes the effect of fiscal support policies on the development of urban and rural economic integration.Firstly,this paper analyzes domestic and foreign related economic theories,combined with China's finance support agriculture policy operation and the integration status of urban and rural economic,and finds out the logical starting point to build a theoretical framework which reveals our country finance support agriculture policy mechanism to promote the development of the integration of urban and rural economy.Secondly,on the history and reality of policies for supporting agriculture and the integration of urban and rural economic development pattern,this paper summarizes the operation characteristics and insufficiency,analyses the reason,and measure financial policies for supporting agriculture and the correlations between urban and rural economic integration.Thirdly,this paper uses the method of spatial econometric model and data envelopment analysis methods to explore the policy of agricultural financial subsidies to promote the effect of the integration of urban and rural economic development,and fully reveals the direction of financial policies for supporting agriculture,existing problems and reasons.Finally,based on the goal of the urban and rural economic integration development,puts forward the policy of optimizing the fiscal support system the comparison of historical evolution process.Through the comprehensive evaluation method of time and space,it reveals the actual effect and efficiency of China's fiscal support policy to promote the development of urban-rural economic integration.This paper proposes the implementation plan and specific measures to optimize China's fiscal support policy by solving practical problem oriented decision-making model.However,financial policies for supporting agriculture and the relationship between the integration of urban and rural economic development is a complicated economic problem,involving nature,economy,society,geography and other aspects,some insufficiency in the research process,in the combination of macro and micro,the combination of theory with
