| Under the new period,primary world economy has the clear and profound cognition on agricultural functions.There is no doubt that the national meaning of the agriculture has already surpassed an industrial department and agriculture plays a decisive strategic role and crucial tactic function.Current days are crucial stage to transit Chinese agriculture from the traditional agriculture to modern agriculture.With the in-depth development of industrialization and urbanization,the deep contradictions and problems in Chinese agricultural development have already been irreconcilable,especially for information integration of the traditional industry represented by the internet,enhancement of ecological civilization consciousness in the whole society and acceleration of domestic and overseas agricultural products' market integration process.Under the circumstance,it is necessary to use technical progress and institutional innovation to reform and select a development approach,so as to effectively eliminate resource condition restraint.Thus,it is necessary to materialize the study on transforming the agricultural development model.Located in the Yellow River Basin,Shanxi Province has the long-standing farming cultural deposits.As the birthplace of “Learning from Dazhai in Agriculture”,it once guided agricultural innovation and development in specific historical period,thus Shanxi province becomes the flag and model to improve agricultural production condition and reinforce agricultural water conservancy construction.Under the current conditions,to judge existing problems in the agricultural development model of Shanxi province and define Shanxi agricultural development direction and approach has the great significance on economic and social development in Shanxi Province.In the paper,the study on transforming the agricultural development model of Shanxi province includes theoretical analysis,empirical analysis,filed domain analysis,and countermeasures and suggestion.According to the fundamentals of production mode theory and agricultural economics,agricultural locational conditions were used as foundation.Agricultural production mode,agricultural operation mode and agricultural management mode were used as primary context.In addition,agricultural production efficiency and coordinative development ability were considered as the primary measuring basis.That is to say,the recent field-domain study was the basic research idea of microscopic verification.In this way,the author analyzed and demonstrated factor endowment,development features,existing problems,restraint factors,and development power of agricultural development model in Shanxi province and proposed the direction and approach of transforming the agricultural development model in Shanxi from the above-mentioned perspective.Specific conclusions are shown as follows:(I)In the paper,super efficiency DEA and Malmquist index method were used to calculate agricultural production efficiency in Shanxi Province.The gray relational analysis grade method and network platform investigation method were applied to docharacteristic analysis for agricultural operation efficiency in Shanxi Province.Regional agricultural coordinative development evaluation model was utilized to evaluate agricultural coordinative development ability in Shanxi Province.By summarizing agricultural production efficiency features,agricultural operation efficiency features and agricultural coordinative development ability in Shanxi Province,the author drew a conclusion that primary problems of agricultural development model in Shanxi Province include low agricultural production efficiency,inconsistent development,weak independent management and benefit creation ability in rural households,enhanced dependence of new-type agricultural operation subjects and agricultural supporting policies,small development scale of new-type agricultural operation subjects,general low profitability,weak ability of labor force absorption,long-term overloaded operation of resource and environment system in agricultural production,and low pure technical efficiency level in agriculture.What's more,scale efficiency level of agricultural elements has supported the extensive development in Shanxi agriculture.In 2009,main channel of rural household income increase was changed from the operational income to wages.In 2014,the agricultural resource-environmental system bearing capacity in Shanxi Province was maximized.The year of 2015 was the starting point of transforming agricultural development model in Shanxi Province.(II)Through the case analysis of the field domain,the author summarized the primary restraint factors of transforming agricultural development model in Shanxi Province,including three aspects:(1)resource utilization in agricultural production;manpower capital in agricultural operation;and financial agricultural supporting in agricultural management.Based on the empirical analysis of agricultural development model features in Shanxi Province,the author summarized the power factor of transforming agricultural development model in Shanxi Province,Shanxi economy gets caught in “resource-oriented trap”.The economic development model of the traditional resource-oriented pillage has come to the end.The whole province realizes the urgency of industrial structure optimization and firms the belief of economic restructure and sustainable development.This becomes the most important external power of transforming agricultural development model in Shanxi Province.The developmental status of agricultural development model in Shanxi Province deviates from the fundamental goal of agricultural production subject,agricultural operation subject and agricultural management subject,so as to generate the endogenous power of transforming agricultural development model,which gets involved in three aspects:Firstly,Shanxi agricultural production mode pursues the power for efficiency promotion;secondly,Shanxi agricultural operation mode pursues the power for efficiency promotion;thirdly,Shanxi agricultural management mode pursues the power for industrial coordinative development.(III)The target of transforming agricultural development model in Shanxi Province is to form the modern agricultural development model with Shanxi characteristics,including three major features: firstly,agriculture has the highproduction efficiency.Super efficiency DEA of agricultural production in 11 cities is greater than 1.The pure technical efficiency index in agricultural production is higher than the national average level.Secondly,agricultural operation has good benefits.Rural households have the strong ability of independent management and benefit creation.Operation incomes and wage incomes basically hold the line.The agricultural operation subject is equipped with the strong market competitiveness.The ability to absorb labor force is higher than the national average level.Thirdly,agricultural industry realizes coordinative development.Agricultural resource system and environment system form the benign interaction with rural population system,agricultural economic system and agricultural social system.The rural family labor force with junior college or above is higher than the national average level.(IV)According to factor endowment,agricultural technical transition and agricultural system transition in Shanxi Province,Shanxi agriculture should regard“Rhein+ecological+intelligence” model as the paths election to transform the agricultural development model.In other words,agricultural development morphology should give priority to develop small and middle-sized farmland.In industrial integration development,the intelligent ecological development path should be selected.Travel,leisure,aging,life nourishing and landscape should be used to break through limitation of agricultural industrial management benefits,develop agricultural multi-functionality to expand income increase channels of agriculture,use internet to integrate with the traditional industrial chain,make local agriculture realize specialization,sharing and integrated development.These generally include eight aspects:(1)greatly develop “functional agriculture” and construct concept growth pole;(2)promote corn de-inventory and optimize agricultural production structure;(3)use “internet+” to develop order agriculture and community agriculture;(4)enhance fruit and vegetable brand strength and drive food and livestock brand construction;(5)develop family farm function and promote talent-driven model;(6)open “two points and one corridor” and forge advantaged agricultural gathering area;(7)establish agricultural credit company and motivate social capital;(8)improve agricultural social service level and recreate unitary agricultural management ecology. |
