"Three rural issues"concerns the Party and national undertaking development situation. In different historical periods, China has always attached great importance to solve the " three rural issues ", now the third session of the 17 presented "decisions of several important issues of propeling rural reform under new situation", this supplies a good envirement for developing and operating agricultural mechanization. How to accelerate the development of agricultural mechanization process, so that agricultural mechanization can make agricultural modernization develop better, it seems very important to select the development mode of agricultural mechanization. In different historical periods, the agricultural mechanization has different modes of operation, with the economic system of marketing perfected, various forms of agricultural mechanization management pattern appear, followed with many different restrictive factors. Through comparing and analyzing business patterns of agricultural mechanization in different periods in China, this article has analysed the basic present situation of Henan agricultural mechanization development from aspects like the relationship between agricultural mechanization management and economic, and the contribution of agricultural mechanization; used simulation method of production function model Cobb-Douglas to further explain the impacts of agricultural mechanization management model on the rural economic; used analytic hierarchy process to analysis the factors which impact the scale of operation of agricultural mechanization, and found that per capita income is the major factor, and aslso given some advice and opinions for accelarating the development of henan agricultural mechanization management model.
