The 30th meeting of the Standing Committee of the People’s Republic of China in the Ninth National People’s Congress passed the environmental impact evaluation method of People’s Republic of China. One of the most important content was government and the main development plan of the relevant departments were also included in the environmental impact sound evaluation, which clearly required that land use planning, regional, basin, marine development planning and other 10 kinds of special planning was carried out environmental impact assessment, namely the simply construction projects of environmental impact assessment before was expanded on planning for environmental impact assessment.The environmental risk assessment was born with the development of the environmental impact assessment and risk assessment. With the rapid development of modern industry, many disastrous environmental accidents resulted from major accidents of industrial facilities which have happened in these years. These accidents lead not only to great casualty and economic loss, but also to serious environmental pollutions, environmental risk assessment in the decision-making process is regarded with more and more attention. However, at present the environmental risk assessment of our country was only for construction projects of normative guidance, based research and methods of research level of planning environmental impact assessment of environmental risk assessment was not met environmental risk evaluation of actual demand, and was difficult to get rid of the framework bound of the construction project environmental risk assessment. So it is very necessary to further study the methodology of environmental risk assessment.The natural gas, as a clean energy, has been widely applied to city gas, industrial fuel, chemical industry and various fields. With the popularization of the use of natural gas, fire and explosion risk accidents caused by natural gas was increasing, which not only bring people around a serious security threat, but also bring huge economic losses, and natural gas leakage also caused environmental pollution, therefore to carry out planning environmental risk assessment predict and evaluate the possible environmental hazards in the planning stage, and put forward the optimization, adjustment scheme, avoid making mistakes, and provide reference for other various kinds of special planning environmental risk assessment.On the basis of considering the natural gas industry planning environmental risk characteristics and actual work demand, this thesis establishes a set of method of environmental risk assessment system for natural gas planning, makes clear of the work flow of natural gas planning environment risk assessment, divides the assessment procedure to environmental risk identification, accident analysis, construction of environmental risk, management of risk classification index system, researches and explores the various stages of technical methods and calculation models, It is a feasible guiding method for objective evaluation of natural gas industry planning environmental risk.Based on the understanding and comprehensive analysis of the natural gas planning, risk classification index system is constructed for environmental risk assessment of natural gas planning, quantitative or semi quantitative evaluation is carried on consumption risk, risk source risk, risk management, risk planning target vulnerability four index, then planning environmental risk index is calculated, risk management practices are designed from risk communication, risk mitigation measures and emergency measures three aspects, which could provide the decision-making support and theoretical basis for the risk prevention and emergency response.According to the above theory and method, the thesis takes the "12th Five-Year Plan (2011-2015) of Jiangsu Province" as a case study, and carries on environmental risk assessment. Evaluation result shows that the planning of the environmental risk index was 72.46, which belongs to the class Ⅱ risk, factors that contribute to the risk from large to small is source risk> risk receptor vulnerability> planning and management risk> consumption risk, gets the risk zoning map, and puts forward the environmental risk management recommendations, by selecting low sulfur gas field exploitation of gas source, increase the number of gas storage, normative pipelines and storage facilities material selection, adjustment of the natural gas industry consumption structure, establish perfect mechanism of risk communication measures for effective risk mitigation. The result of this study shows that if the risk management recommendations are taken, the planning of environmental risk index decreased to 69.46. The results of this study can provide decision support and theoretical basis for risk prevention and emergency response.
