Evolutionary Game Analysis Of Neighbourhood Facility Planning And Construction Under PPP Mode

With the continuous development of urbanization,urban population is increasing ceaselessly,accelerating the development and management of current cities.However,the pressure of municipal infrastructure construction is also in increase day by day,which leads to increasing problems in constructing communal NIMBY facilities in cities,especially in sewage disposal aspect,there would be big challenges.This paper takes the Stakeholder Theory and Evolutionary Game Theory as the theory base,analyzing the evolutionary processes of each stakeholders' behavior belonging to people,construction enterprises and government during the planning and construction of sewage disposal plants in Public-Private Partnership(PPP)projects,building two game models of government-construction enterprise and people-construction enterprise,obtaining the evolutionary stabilization strategies in initial states of different parameters through analyzing stabilization of game system in equilibrium state,using Netlogo simulation software as a tool for simulation research as well.Research the characteristics of each game subjects in different situations,revealing the internal mechanism of dynamic evolution of complex systems and supporting the consistency between experimental results and evolutionary game stabilization strategies,in order to providing useful references for government and relevant departments to formulate public strategies,mitigating conflicts as well.Researches show that the government's supervision costs,the total amount of government's subsidies for enterprises,the government's punishment for enterprises,the investment and additional benefits of enterprises' adoption of environmental protection technologies,the costs of resistance of the people and gain effectiveness after resistance and other factors would affect the behavior choices of subjects.This paper puts forward corresponding countermeasures and suggestions from micro and macro levels respectively.In the micro level,the compensation mechanism of benefit could be perfected through providing economic compensation,improving communal facilities,other indirect compensations and methods.Government should improve the information disclosure system,such as paying attention on public participation,rationalization of interest appeal,making the best use of media and increasing the transparency of information to enhance the credibilityof the government.From the macro level,government should establish and improve the relevant legal system,establish the supervisory system for the collaboration of government,people and social organizations,introduce public supervision to stimulate public participation as well as giving full play to the incentive mechanism of enterprises and strengthening the supervision of enterprises at the same time.In conclusion,in order to mitigating the NIMBY appearance,rational planning of PPP projects,improvement of sewage disposal technology,selection of advanced equipment and so on are more important,in addition to perfecting planning and site selection of sewage disposal plants,the mitigation and coordination strategies of conflict of interests during the processes of construction and operation.The research and solution of this problem has important reference significance for effective coordination of stakeholders in the planning,construction and operation of sewage treatment facilities and other environmentally-friendly co-construction of NIMBY Infrastructures.
