This paper mainly focuses on the intelligent decision-making of mine fire emergency resource allocation,including the factors affecting mine fire accident emergency resource allocation,mine fire accident emergency resource demand forecast,location selection planning of coal mine emergency resource depot,emergency resource allocation decision-making of mine fire accident,and the assessment of mine fire emergency resource allocation.The main influencing factors in the process of emergency resource allocation are studied by establishing the system dynamics model of mine fire emergency resource allocation.Firstly,the forecasting model of emergency resource demand for mine fire accident and the location planning model of mine emergency resource depot are studied,then the decision-making model and the evaluate model of emergency resource allocation for mine fire accident are established on this basis.Finally,the mathematical models are applied to mine fire emergency rescue cases.The main research contents and results are as follows:According to the analysis results of the influencing factors of mine fire accident emergency resource allocation,the system dynamics model variables of mine fire accident emergency resource allocation are found out.The causality diagram and the stock flow diagram are drawn by Vensim software,and the stock flow equations of the system dynamics model are established according to the feedback relationship among the variables,then the system dynamics model of mine fire emergency resource allocation is established.Taking the allocation process of emergency resources for mine fire accidents in a mine as an example,the case is simulated by the established dynamic model of emergency resources allocation system for mine fire accidents.It is concluded that the arrival rate of emergency resources is positively correlated with emergency management investment and the number of tankers,and negatively correlated with the length of emergency resources allocation route.In view of the existing understanding and research on the concept of emergency resources in public safety and the characteristics of mine fire accidents,the concept of'emergency resources in mine fire accidents is put forward,and the emergency resources in mine fire accidents are divided into two categories:human resources and material resources for emergency rescue.The independent variables of the prediction model of mine fire emergency resource demand are selected preliminarily according to the relevant influencing factors in the development of mine fire.The basic information of mine fire accidents over the years and the use of emergency resources in the process of emergency rescue in China are collected and counted.The multivariate regression prediction model with independent variables of fire type and type of combustible combustion and dependent variables of emergency resource demand is established through analyzing the data by the theory of multiple regression analysis.The prediction results of the multiple regression model are accurate by analyzing the prediction error of the model.The mathematical model for site selection planning of coal mine emergency resource depot is established through the analysis of the site selection planning principle and the influencing factors of coal mine emergency resource depot,and based on the multi-objective planning theory and the graph theory.The mathematical model is solved by immune optimization algorithm,and several feasible plans of emergency resource depot location are obtained.The evaluation index system of coal mine emergency resource depot location is established according to the influencing factors of coal mine emergency resource depot.The optimal site selection planning scheme is selected by evaluating the location schemes of coal mine emergency resource depot with the rough set theory.The location selection plan of coal mine emergency resource depot in Liulin County are designed and obtained by the established site selection planning mathematical model of coal mine emergency resource depot.The mathematical model for allocation decision of mine fire accident emergency resource is established according to the characteristics of mine fire emergency resource allocation and the principles of decision-making,and the mathematical model is solved by the adaptive ant colony algorithm.The emergency resource allocation scheme of"9-20 Special Major Fire Accident in Fuhua Coal Mine" in the process of emergency rescue is simulated and calculated,and the optimal scheme of emergency resource allocation is obtained by the mathematical model for allocation decision of mine fire accident emergency resource and adaptive ant colony algorithm.In addition,the convergence speed of the improved adaptive ant colony algorithm is about twice as fast as that of the traditional ant colony algorithm.An index system for the assessment of the allocation process of mine fire accident emergency resource is established,including 4 first-level indicators and 24 second-level indicators according to the analysis results of the influencing factors of the mine fire accident emergency resource allocation process.The weight of the index are obtained by entropy weight method,and the scoring criteria for the evaluation indicators and the range of scoring are established according to the characteristics of each evaluation indicators.The drill data of emergency resource allocation in 54 coal mines affiliated to the Coal Mine Group are collect and collate,and the evaluation model of mine fire emergency resource allocation process with the support vector machine algorithm to machine-learn the training data of samples.In order to test the application effect of the established mathematical model,the experimental data and test data of the sample are predicted and analyzed by the established mathematical model.The evaluation results show that the established support vector machine evaluation model can predict the sample data accurately.Finally,the emergency resource allocation in the emergency rescue process of the 3·5 major fire accident in Hegang Taiyuan Coal Mine is simulated by the established intelligent decision-making model of mine fire accident emergency resource allocation,and the process of the emergency resource allocation is evaluated and analyzed,then the weak links are found out,and the suggestions for improvement are proposed,which form a solution for the overall deployment of mine fire accident emergency resources.
