Research On The Allocation System For Emergency Resources Of Unconventional Emergency

With the increasing number of the unconventional emergencies at home and abroad, more and more scholars have paid more attention on the research of various natural disasters, public health and public security and other fields of unconventional emergencies' Emergency Management. But lots of studies were focused on the path, funds and transport time's optimization. There are little dynamic analysis is from the system point of view.Trough the analysis about the status of unconventional emergency's optimal allocation of emergency supplies in our country and based on the summary of deployment process' factors, this paper optimized the system of the emergency supplies' deployment. Construct the optimization system which is phased and feedback type. Analyze the internal relations among various factors and structural relationship within the system of material allocation system. In order to reach purpose of influence mechanism of focused investment on the timeliness of deployment system.(1) After understanding the unconventional emergency and optimal allocation of emergency resource, it has identified the research object is the system of deployment of emergency supplies and the theoretical support is emergency management and the basic attribute of unconventional emergency. The system dynamic method is used as the guide of optimization.(2) Compare the emergency supplies configuration's status with the actual demand. Generally analyze the factors in deployment process for emergency materials. Construct the optimization system which is phased and feedback type for the main problems of the emergency supplies' deployment system in China.(3) Analyze the mechanisms which can ensure this system runs smoothly enough according to the upgrade requirements on optimized system and the status of the emergency supplies' deployment system in China mainly from four aspects which are strengthen the legal and administrative intervention, emergency plan, emergency drill, complete basic facility, upgrade emergency people's professional skills.(4) Comprehensive use the combined method of system dynamic and AHP. Cause emergency funding and other input cannot be used at one time in all units. It has to analyze the units'weight. Analyze the influence on the whole system's timeliness and tendency caused by units with different input according to their weight. Study the emphasis point of execution to guarantee the operation mechanisms. Provide decision ideas for the optimization for the system of deployment of emergency supplies.
