Eastern of South-to-North Water Diversion Project to resolve the issue of uneven distribution of water resources in China is of great strategic significance. The East Route Project of Hongze Lake to Nansi Lake not only plays an important role in water diversion also shoulder the responsibility. However, risk-intensive enterprises in the region, the river mostly static water of the river, the water flow is poor, river ecological self-purification capacity is weak, small carrying capacity. Sudden environmental pollution incidents event would pose a threat to the water security of the whole project. Therefore, this study took this region as the study background, by R-AHP Comprehensive Evaluation to construct the Risk Source Evaluation Model and used Triangular Fuzzy Number to construct TOPSIS Emergency Supply Stockpile Location Model, building environmental risk source evaluation and emergency supplies scheduling source platform for evaluation and site selection, and at last realized the information sharing and decision-making.Through the section of Hongze Lake to Nansi Lake sewage treatment plant source of risk and enterprise risk source of basic information research, building the evaluation index system of enterprise risk source recognition, including three restraint layers and nine index layers. We constructed the Risk Source Evaluation Model, by R-AHP to determine the index weight and comprehensive analysis to determine risk factors after the index standardized, and at last determined the level of risk 28 incidents and three sewage treatment plants risk sources and completed spatial distribution in the GIS map.Based on the of investigation of the section of Hongze Lake to Nansi Lake of emergency supply stockpile screened 15 alternative emergency supplies as the final research object. Principles and factors influencing the location of emergency supplies library was explored, combining the study area risk source assessment, to set up the emergency supply stockpile location index system and model, triangular fuzzy sets theory of attribute value and AHP to determine the index weight value according to TOPSIS calculation step of alternative materials library preferably sorted finally determined the best solutions. On the section of Hongze Lake to Nansi Lake of emergency supply stockpile location problem using model as example for verification, determined the regional internal emergency warehouse location and proved the practicability of the model.According to the section big risk, lack of emergency supplies reserve management, this study base on the Net platform and C# language, using ORACLE 10 g database system, developed risk source evaluation and emergency supplies distribution system. Systems have supplies collection management, emergency supplies library location, risk source evaluation management and integrated information management four functional areas. Take the section of Hongze Lake to Nansi Lake as the study object realized the determine of level of the pollution sources and the display of spatial distribution, for technical and emergency emergency supplies were screened, given the material allocation roadmap. To realize the information sharing between emergency scenes, emergency experts, emergency supply stockpile.
