Coal mining higher education has gone through a century.Since the affiliation adjustment of coal mining universities,the loss and inefficient utilization of resources have existed for a long period,which reflects the irrational allocation resources of coal mining higher education.In order to make a better development of coal mining higher education and serve the construction of coal industry,the issue of building a scientific evaluation system of the allocation resources of coal mining higher education,should be studied deeply.Based on the system theory,resource allocation theory,educational economics theory,educational property right theory,Regional economic growth theory,non-governmental organization behavior theory and higher education development strategy theory,this paper analyzes the resource allocation of coal mining higher education.By using literature research method,social survey method,Reliability and validity test,cluster analysis and data envelopment analysis method,this paper designs the evaluation system and conducts empirical research on the evaluation of coal mining higher education resource allocation.This study analyzes resource allocation of coal mining higher education,designs resource selection scale to put forward that the resources of coal mining higher education has the characteristic of "coal industry",discusses the stakeholders of it,designs indicators for the survey about resource allocation of coal mining higher education,analyzes resource flows and property rights.This study designs the evaluation system of coal mining higher education resource allocation,puts forward the candidate indicators of coal mining higher education resources which considered the particularity of coal mining higher education activites,and the indicators to stratify coal mining universities according to the research ability.This study constructs the super efficiency model,the two stage model to make evaluation on the coal mining higher education activities of the universities and schools.This study constructs the C2R model to make evaluation on the institution of universities which affect coal mining higher education resources distributions.Empirical study shows that the characteristics of coal higher education resource allocation and Pareto optimal "frontier" and so on.Results of empirical research are as follows:firstly,after affiliation adjustment,the development of coal mining universities is good but the development of coal mining schools are uneven.Secondly,the activities of coal mining higher education in research universities are more effective.Thirdly,the comprehensive development trend of coal mining universities has increased the Institutional cost of coal mining higher education activities.According to the results of the evaluation,the conclusion of the empirical study is putting forward.The comprehensive development of coal mining higher universities have two influences,on the one hand,it makes the coal mining school in universitys become the carrier of coal mining higher education resources and the direct subject of coal higher mining education activities.On the other hand,the characteristic of coal higher education resources and the internal and external environment have been changed.Universities take the economic development objectives of the regional area as its goal,and the game mechanism has not been formed between schools and universities,therefore,coal mining higher education activities and resources flow mainly affected by resource allocation orientation of regional market.The demand between regional economic and coal mining industry is not coordinated in the activities of coal mining higher education,which is the key reason of the irrational allocation of coal mining higher education resources.To achieve the rational status of coal mining higher education resource allocation,it is necessary to form the resource allocation orientation of coal industry,which affects the education activities of coal mining higher education and make the resource allocation meet the demand of coal mining industry.This requires the diversified main interests of the coal industry to take measures,including the "leading" development measures let by research universities,the talent training system measure leading by industry organization,and the diversification of property rights measures.
