Sustainable urban development is an important aspect of the prosperous future of our planet.In accordance with the results of the United Nations World Summit 2005,the ?oncept of sustainable development includes three fundamental elements: social,economic and environmental.Issues of socio-economic development lie at the heart of state policy.From the methods and approaches to their solution depend on the prosperity of the country and the level of well-being of its citizens.One of the approaches to socio-economic development is the management of the urban settlement system/patterns and the search for an optimal solution for the organization and management of human,territorial and productive resources in the face severe global competition.Currently going the evolution of planning and managing processes in the territories development at the highest state level and its coordination with the planning system at other levels of government.According to the Report of the Governing Council of the United Nations Human Settlements Programme at its twentysixth session,which took place from 8 – 12 May 2017,this is one of the key requirement for improving the effectiveness of state policy implementation at the municipal level and increasing the quality of the urban environment.Another important requirement for state policy is the transformation of the traditional economy to the knowledge-based economy and bring the country to the world's technological leaders,which is the most sustainable way of economic development.The creation of a national innovation infrastructure is a necessary condition for the realization of the tasks.In this context,the study of the experience of the development of the cities of the two largest countries in the world-Russia,and China-is becoming an invaluable source of knowledge for a wide range of specialists in both urban planning,design,and architecture.The research goal of the dissertation is to analyze the experience of territorial planning and urban development with the aim of addressing the socio-economic issues of sustainable urban development in Russia with the enlightenment of Chinese cities.The dissertation is divided into five parts and includes eight chapters.The first part of the dissertation(Chapter 1)reviews and analyzes the literature sources on the research topic,formulates the goals,research objectives,working hypothesis,and the research methodology.The second part(Chapter 2-3)presents the results of the first study,devoted to a comparative analysis of the sustainable urban development of Russia and China.Two themes are described in detail: sustainable urban planning and the urbanization process.The third part of the dissertation(Chapter 4-7)presents the results of the second study,focused only on the Russian example.In this thesis part a number of topics are being studied: socio-economic aspects of sustainable urban development in Russia;the innovative infrastructure of Russia;historical review of the development of Soviet science cities from scientific settlements to the Skolkovo Innovation Center;the urban planning concept of the Skolkovo Innovation Center.The fourth part of the dissertation(Chapter 8)is a discussion of the results of the second study,which examines the role of town-planning science in the process of sustainable development of the state.The fifth part gives conclusions and recommendations for subsequent scientific work.The author of the dissertation deeply respects the history of both countries and understands what a difficult path was passed both by Russia and China during the 20 th century and nowadays during the process of building a modern state.Both countries,despite economic,social,cultural and geopolitical differences,are powerful modern states that make great efforts for their peaceful and stable prosperity now and in the future.
