Study On The Efficiency Of Lirban Environmental Governance In China

The city is the main center of mankind's politics,economy,culture and social activities,which plays an important role in carrying modem civilization and promoting social and economic development.According to the data that publishing by UN-HABITAT,the financial benefits given by the cities are going to be more than 75%of global GDP with three-quarter of the population living in the cities by 2040s,while the energy and material resources required by the population will also be reaching 75%of global resource consumption.Thus,a mass of negative effects along with positive energy are brought by the urbanization process,which is also followed by ecological and environmental issue.The city is still faced with the severe pollution problems of urban environment in China,on account of the very unique resource,less supplying advantages of high-quality environment,accelerated urbanization process,the increasingly striking contradiction between consumption upgrade and a soaring population,and a series of issues in our reality have become a hinder in the construction process of urban ecological civilization.It shows that the management and efficiency of urban environmental governance need to be strengthened and improved.At present,the original environmental protection institution of urban China has been gradually showing signs of fatigue,which result in a slightly slow pace in the process of urban environmental governance.Environment is a natural material condition of socio-economic development for the city itself,the degraded environment has been naturally going to slow down the pace in socio-economic development and resulting in the restriction on potential of urban green growth,which as also has been causing a direct or indirect harn to the physical health and reducing the happiness and living quantity of urban residents themselves.Therefore,that seems imminent to carry out the work on urban environmental governance.Urban environmental governance is the important task for China's urban construction and socio-economic development at the present stage,the country puts it in a more critical and prominent position from the strategy point of view.Premier li Keqiang on the second session of the 13th National People's Congress further emphasizes the significance of urban environmental governance for the ecological construction,to carry out a comprehensive blue sky,clear water,pure land defense,insist on the urban development strategy with ecological optimization and green development pattern for the priority in order to achieve the steady improvement on the level of urban environmental governance,as well as strengthen the transformation and promotion on its innovative achievements.The research on the efficiency of urban environmental governance in China can keep up with the way the government works,and strive to achieve the steady improvement on the level of urban ecological construction through not only making overall plans and taking all factors into consideration but addressing both symptoms and root causes as well,so as to promote the level on urban environmental governance and overall urban development into a new stage in China.As a conclusion,urban environmental management has been reached a very critical moment.Therefore,it is of great significance for the sustainable urban development comprehensively clarifying the current situation of urban environmental governance and causes to the problems existing in the process of management as well its developing tendency,and then take systematic and effective countermeasures to practically improve the efficiency of urban environmental governance.This article analyzes the basic problems about the efficiency of urban environmental governance,on the basis of well-organized the relevant status of domestic and abroad research about urban environmental governance,combining the reality of urban development,a relatively complete theoretical analysis framework is constructed,highly summing up the subjects,motivations and patterns of urban environmental governance such as general theory system,which serves to expand the application scopes in the urban governance theory.From the perspective with a combination of microscopic and macroscopic way,the practical problems of urban environmental governance in China are being discussed systematically.The article describes in detail of complete situation for the efficiency of urban environmental governance in China by taking advantage of the data from 30 provinces(municipalities and autonomous regions)at the prefecture level and above.And then,combined with its spatial pattern characteristics and function mechanism,analyzes the existing driving forces of urban environmental governance and explains the changing situation of endogenous and exogenous driving forces in urban environmental governance,and thus providing a new basis on urban planning and the formulation of urban environmental governance policies.On the basis of comprehensive measurement on the efficiency of urban environmental governance in China,the article gives the empirical analysis with the influence factors by building the Tobit regression model,and it reveals that the functions mechanism with the changing efficiency of urban environmental governance,which is helpful to standardize the direction of urban development and provide new ideas for the innovation of urban environmental governance pattern.At the same time,through empirically analyzing the coordination between the influence factors and the level of economic development,that serves to provide the empirical references and the correct directions in formulating the developing public policies by the government departments and agencies,which also can arouse the attention of the government departments to the overall quality of urban development,to provide a new channel promoting the efficiency of urban environmental governance,so as to achieve the collaborative promotion of urban planning.Based on the results of empirical analysis and the basic experience of urban environmental governance abroad,this article puts forward policy suggestions from the perspecti've of government management to further improve the efficiency of urban environmental governance in China,in an attempt to provide a new path for the improvement of the efficiency of urban environmental governance in China.Content based on the above research,this article gives the following main conclusions:(1)the city government should foresee the management work at different developing stages from a view of prospective,improve the occasion to mobilize different subjects to make plans for urban environmental governance,clarify to divide the enterprise,government department,the public and the third sector with the forceful policy and flexible coping mechanism according to their responsibility of environmental govermance,so as to improve efficiency of urban environmental governance furthest.(2)from 2007s to 2016s,the efficiency of urban environmental governance in China's 30 provinces(municipalities directly under the central government and autonomous regions)showed a wave rise on the whole.However,there are large differences between the four major economic sectors.In terms of the efficiency value of urban environmental governance that can be divided into several different types.(3)As viewed from the nation,urban spatial agglomeration level,urban economic development level and urban environmental carrying capacity have a positive effect on the efficiency of urban environmental governance;The level of urban industrial structure and the level of urban opening-up have negative hindrance to the efficiency of urban environmental governance.From the perspective of the four major economic sectors in China,the factors affecting the efficiency of urban environmental governance are yet different;(4)According to the coordination between the efficiency of urban environmental governance and the level of economic development,the stages of serious imbalance,slight imbalance,barely coordination,primary coordination,comparative coordination and advanced coordination can be divided.By analyzing the coordination between the efficiency of urban environmental governance and the level of economic development in China,it can be seen that China is currently in the stage of barely coordination and primary coordination.(5)to further improve China's urban environmental governance efficiency,the focal point of policy should be put on promoting and strengthening the coordinated management of urban environment continuously,make sure to implement a moderately inclined fiscal policy,reasonably apply incentive policy tools,improve coordinate audit for environmental policy and construct differentiated governing patterns for the combination of environmental economic policy.The innovation of this article is mainly reflected in the following three aspects:(1)based on the subject structure,governance principles,governance motivations and governance patterns of urban environmental governance,the theoretical analysis framework of urban environmental governance is built systematically;And on this basis,the efficiency of urban environmental governance in China is measured both dynamically and statically,in order to clarify the internal spatial difference and formation mechanism.Urban environmental governance is not the governance behavior of a single subject,but the collaborative governance behavior that involved in the government,enterprises and social public,etc.;Based on the empirical analysis,it is concluded that the efficiency of urban environmental governance in China's provinces(municipalities directly under the central government and autonomous regions)as a whole presents a wave rising state,but there are significant differences between the four major economic sectors in China,such as the important conclusions;(2)On the premise of clarifying the efficiency level of urban environmental govermance in China,the article empirically analyzes its influence factors and identifies the positive effects of urban spatial agglomeration level,urban economic development level and urban environmental carrying capacity,While the level of urban industrial structure and opening-up have negative hindrance to the efficiency of urban environmental governance over the national scale;Yet as shown dissimilarly in the research the influence factors of the efficiency of urban environmental governance in the four major economic sectors.The research finds that carrying out the urban construction under the guidance of governance efficiency which has vital practical guiding value in the future;(3)The article comprehensively calculates the coordination degree between the efficiency of urban environmental governance and the level of economic development,with the result that although the coordination between those in the steady rise overall,otherwise the smaller absolute value has led to an obvious disparity taking the shape of"the eastern and central regions leading" spatial pattern.The conclusion drawn from the empirical analysis is that to fully understand the spatial dissimilarity of governance efficiency in urban China,which can provide new basis and thoughts for formulating scientific and effective policies of urban environmental governance.At present,the urban environment,as an important link in the economic operation system,plays a decisive role in the socio-economic development.Therefore,it's significant to realize the sustainable development.in urban China through comprehensively clarifying the basic effects and deeply exploring the causes to the existing problems in the process of urban environmental governance in China,and then take systematic and effective countermeasures to effectively improve the efficiency of urban environmental governance.
