In November 2018,the CPC Central Committee and the State Council explicitly requested that Beijing and Tianjin be the center to lead the development of the Beijing-Tianjin-Hebei urban agglomeration to promote coordinated development in the Bohai Rim region.The core of the development of the beijing-tianjin-hebei urban agglomeration is to regard the three cities as an organic whole,The specific requirements are:internal factors should be coordinated developed,urban layout should be continuously optimized,and environmental capacity and ecological space should be gradually expanded.In the actual development process,the Beijing-Tianjin-Hebei urban agglomeration has the following problems.First,the overall industrial development level of the Beijing-Tianjin-Hebei urban agglomeration needs to be improved;Secondly,the industrial development between the cities of the beijing-tianjin-hebei city urban agglomerations is extremely unbalanced,and the industrial development level gap between hebei province and Beijing and tianjin is significant;Third,the coordinated management of the ecological environment of the Beijing-Tianjin-Hebei urban agglomeration has not got an obvious effect,resulting in increasingly serious environmental pollution.The neglect of environmental protection and overemphasis on economic development further intensified the contradiction between human beings and nature in this region,which seriously affected the sustainable development of the beij ing-tianjin-hebei urban agglomeration.The main reason is that the industrial structure and the ecological environment are not coordinated development.The historical practice of industrial development in the world shows that there is an inseparable connection between industrial structure and ecological environment.The two affect each other and complement each other,which is a coupling coordination system.If the industrial structure is single,or the proportion of the secondary industry is too high,it will lead to waste of resources and environmental pollution.At the same time,as the ecological environment deteriorates,people's original living environment is threatened and more natural resources will be extracted without restriction.In this way,in the long run,the industry cannot develop.This involves a question of“matching degree”,that is,how the industrial structure and the ecological environment match,which is the core of this paper.Therefore,this paper takes the Beijing-Tianjin-Hebei urban agglomeration as the research object,based on the data from 2008 to 2017,and combines the economic distance,spatial gravity and urban flow intensity to define the spatial extent of the Beijing-Tianjin-Hebei urban agglomeration;a coupling coordination model of industrial upgrading and ecological environment system based on CRITIC empowerment method.Based on this model,the level of coupling and coordination of the Beijing-Tianjin-Hebei urban agglomeration and its affiliated cities over the past 10 years was evaluated.Based on the evaluation results,the Beijing-Tianjin-Hebei urban agglomeration and Tangshan City with a low level of coupling and coordination were selected as the research objects.Using system dynamics,the structure flow map of the industrial upgrading and ecological environment coupling and coordination system of the Beijing-Tianjin-Hebei urban agglomeration and Tangshan City was constructed,and simulate the path of improving the coordination between industry and ecology in the Beijing-Tianjin-Hebei urban agglomeration and Tangshan city.The research results show that:in Chapter 3,after analysis based on the strength of economic ties,the spatial scope of the Beijing-Tianjin-Hebei urban agglomeration was finally determined by Beijing,Tianjin,Shijiazhuang,Tangshan,Qinhuangdao,Baoding,Zhangjiakou,Chengde,Cangzhou,It is composed of 11 cities including Langfang and Hengshui.In Chapter 5,through the evaluation of the Beijing-Tianjin-Hebei urban agglomeration and its city's industrial upgrading and ecological environment coupling and coordination,it is found that the Beijing-Tianjin-Hebei urban agglomeration has improved in both industrial upgrading index and ecological environment index in the past 10 years;However,the industrial development between cities is extremely uneven,and Beijing is in a leading position;the ecological environment index between cities is not very different,but the overall level is not high.The entire Beijing-Tianjin-Hebei urban agglomeration belongs to the industrial lagging type,and the specific situation of each city is different.Except Beijing is an ecological lagging city,the rest of the cities are industrial lagging cities.The degree of coupling and coordination between the industrial upgrading and the ecological environment of the Beijing-Tianjin-Hebei urban agglomeration has been hovering at a moderate level,and the degree of coupling and coordination has been improved in various cities.Among them,Tianjin,Shijiazhuang,Langfang,and Zhangjiakou have seen rapid growth.Degree coordination has transitioned to moderate coordination;the remaining cities have not changed.The degree of coupling and coordination between the industrial upgrading and ecological environment of the Beijing-Tianjin-Hebei urban agglomeration presents the spatial layout characteristics of "middle high,south and north low",and the degree of coupling and coordination around the cities around Beijing generally enters the moderate coordination level.In Chapter 6,the system dynamics model was used to simulate the industrial upgrading and ecological environment of the Beijing-Tianjin-Hebei City Group and Tangshan City.It is found that for the Beijing-Tianjin-Hebei urban agglomeration and Tangshan City,energy consumption is the most sensitive variable,labor input in the tertiary industry is the second most sensitive variable,and the proportion of fixed asset investment in the secondary and tertiary industries is the least sensitive variable.Therefore,at this stage,reducing energy consumption has the most obvious effect on increasing the degree of coupling and coordination between industrial upgrading and the ecological environment in the Beijing-Tianjin-Hebei urban agglomeration and Tangshan city.
