Research On Key Factors And Effective Paths Of Ecological Civilization Construction In Poverty-stricken Areas Of Ethnic Minorities In Yunnan

The construction of ecological civilization is a millennium plan for the sustainable development of the Chinese nation.Beautiful China and the construction of ecological civilization are enshrined in the country's fundamental law-the Constitution.The poverty-stricken minority areas in Yunnan are rich in resources.However,their ecology is fragile,their economic and social development is relatively backward.Eager to develop the economy,the environmental protection pressure increases.The task of ecological civilization construction is more arduous.Therefore,this paper selects the key factors of ecological civilization construction,and according to the key factors to explore the effective path of ecological civilization construction.This will help the poor minority areas gather limited resources,protecting their fragile ecological environment,and carrying out the construction of ecological civilization efficiently at the same time.Thus,this paper carried out the following research.The conceptual framework of ecological civilization construction in the poor areas of ethnic minorities in Yunnan province.In this paper,eight representative poor autonomous counties of ethnic minorities in Yunnan were selected for investigation.Through the field investigation of some representative villages,a paper version of the questionnaire was issued.Moreover,through a questionnaire star platform,a electronic version of the questionnaire was distributed to the relevant groups in eight counties.A total of 641 valid questionnaires were recovered.The questionnaire passed the reliability and validity test.The principal component analysis method and the maximum variance rotation method were used to process the questionnaire data by exploratory factor analysis.From the three dimensions of ecological civilization consciousness,ecological civilization behavior and ecological civilization system,the common factors were extracted and named.And the conceptual framework of ecological civilization construction was obtained.Identification of the key factors in the construction of ecological civilization in the poor minority areas of Yunnan Province.According to the conceptual framework of ecological civilization,the index system of ecological civilization construction inminority poverty-stricken areas of Yunnan Province was constructed.Then,the BP-DEMATEL method was used to calculate the center degree and cause degree of ecological civilization construction index.And the subjective problem of expert scoring in traditional DEMATEL method was improved.Combined with the weighting method of swing weight,the magnitude of comprehensive importance was calculated,the key factors of ecological civilization construction were determined quantitatively,and the scientific nature of the research method was improved.The key indexes of ecological civilization construction in the poverty-stricken minority areas of Yunnan province were ranked according to the comprehensive importance.Such as the harmless disposal rate of domestic waste,the open rate of environmental information,the proportion of environmental protection investment in GDP,and tourism income as a proportion of GDP.An Analysis of the effective path to the construction of ecological civilization in the poor minority areas of Yunnan province.Cause the key factors of ecological civilization construction involved the three main bodies of the construction of ecological civilization,which including the government,the enterprise and the public.Model was based on agent.The attribute,system framework,interaction mechanism and behavior model of the three subjects were analyzed respectively.And the path model of ecological civilization construction was constructed.According to the model,this paper found out the path variables of ecological civilization construction.Moreover,the six construction paths included: traditional construction path,the construction path of increasing funding for environmental protection,the construction path of improving waste disposal facilities,the construction path of optimizing industrial structure,the construction path of improving environmental protection participation in supervision,the construction path of coordinating adjustment.Using Netlogo software,taking Xundian Hui Yi Autonomous County as an example,by adjusting the parameters of each path variable,the effective path of ecological civilization construction in ethnic minority poor areas was explored according to the criteria of reduction,coordination and efficiency.The safeguard measures to realize the effective path was put forward.Based on the empirical analysis of the effective path to the construction of ecological civilizationin the poverty-stricken minority areas of Yunnan province.The four-dimensional guarantee measures for the realization of the effective path were constructed.It included:advocating the ecological concept in minority culture,standardizing and perfecting the relevant management system of ecological civilization construction,vigorously developing ecological and environmental protection industry,and actively opening up funding channels.The innovation points of the paper are reflected in the following three aspects.Firstly,after the field investigation and questionnaire survey in the poor areas of ethnic minorities in Yunnan,the conceptual framework of ecological civilization construction is constructed by factor analysis.And then the index system of ecological civilization construction in accordance with the actual situation of the study area is established.It lays a foundation for the identification of the key factors in the following.Secondly,the improved BP-DEMATEL method combined with swing method is used to identify the key factors.And the existing research methods are locally optimized,which improves the scientific nature of the research methods.Thirdly,according to the key factors,the effective path of ecological civilization construction is analyzed by using the modeling and simulation method based on Agent,which breaks through the limitation of the existing qualitative research problems in this research area.And it introduces quantitative analysis tools,scientifically exploring the effective path of ecological civilization construction.In brief,through the combination of theoretical analysis and practical analysis,qualitative analysis and quantitative analysis,the study is ensured the normative and scientific nature.This paper provides a reference for the construction of ecological civilization in the poverty-stricken minority areas of Yunnan province and for the construction of ecological civilization in the poverty-stricken areas of ethnic minorities in the whole country.
