Tashkent,the capital of Uzbekistan,has an urgent need to update the inner city in the process of urban modernization.In the inner urban zone of Tashkent,there is a unique traditional autonomousorganization called mahalla.In the trends of social democratization and the international perspective of the "The Belt and Road",how to balance the relationship between protection and development in the technology of physical spatial planning and design,and how to cooperate with each stakeholder to in management of the inner city's residential area based on mahalla organization.These two issues have become the urgent task of the current urban development in Tashkent.In this complex context,this thesis conducts the research from the theoretical perspective of "urban organic renewal",taking the methods of literature review,interpretation and analysis,field study,practice andinduction.Based on the analysis on the organizational autonomy features and the prototype of mahalla residential area in Tashkent,the paper explores the suitability of organic renewal ideas in a specific region.It aims to build the organic renewal concept in mahalla district of Tashkent and to propose an organic renewal strategy and method for specifically city area of Sebzar block which the author personally participated in.First of all,through literature research method,this paper analysis and interpretation of Tashkent's old city development context and mahalla settlements prototype,from the Three Khanates,the Kindom of Russia,the Soviet Union,the Independent Republic of four times to expand,to understand the Tashkent city law of development;from social organization,spatial structure and architectural form and other aspects of the analysis of the mahalla settlement prototype,grasp the mahalla in community organizations the unique role and impact.Secondly,based on the theory and practice of renewal urban residential area in the city development among the Western countries,Chinaand Uzbekistan,this paper builds the organic renewalconcept of the regional features of mahalla residential area,and clear to object of renewal,building content,building process as the core of the analysis framework.Due to self-organization and suitability characteristics,mahalla is recognized as a systematic organism.This paper describes the spatial construction of suitability from two aspects the function and order,and constructs the mahalla communication cooperation mechanism on the basis of the study of communicative planning and pluralistic subject.Finally,the typical Sebzar block in the old urban area was selected as an empirical research object,and participated in and studied the entire process of renewal and transformation.According to the concept of organic renewal,the objectives and principles are formulated,concrete practical strategies and operating methods are proposed,the framework of the cooperation mechanism is formed,the process and the method of communication participation centered on mahalla,under three main subjects of the government,the working group and the residents,the concrete content of the suitable space construction based on the comprehensive appeal of the functional and order dimensions was derived,and the implementation results of the entire actual construction process were evaluated and introspected.This research not only established the concept of organic renewal of mahalla settlements in the old city of Tashkent at the theoretical level,but also provided detailed empirical research samples.This should have certain reference value for the application of the organic renewal theory in the Central Asian region and the old city renewal practice of the cities in Uzbekistan.
