National New Area is China’s reform and opening up the product to a certain stage,following the approval of the establishment of special economic zones,coastal open city,it is one of important measures for central government to promote the development of China’s reform and opening up to the national district.After its birth,as the experimental field of reform and opening up the vanguard and innovation policy the promoting development and opening up of China’s boom national growth pole and the great engine of the region’s economic and social development,plays a pivotal role in the strategic pattern of national economic and social development.This paper takes National New Area as the research object,starting from the main factors in the development of the influence of system innovation of National New Area space,combined with setting up practical background and development of Chongqing Liangjiang New Area that is my work units,in 1992 the first national district set up over the past 25 years,carried out a comprehensive research to the two development space of Shanghai Pudong New Area and Tianjin Binhai New Area their construction time is relatively long,and the Chongqing Liangjiang New Area the first few years of the city space planning and implementation,summarizes the development theory of space in the National New Area Under the background of institutional innovation.This paper first analyzes the process of China’s reform and opening up,the background and purpose of the establishment of National New Area,combining with the economics principle of system innovation,the system innovation that is a basic feature of National New Area,established the four evaluation criteria of development and construction of National New Area.The success of space planning and development of Pudong New Area and Binhai New Area reviews,analyzes main problems affecting the development of comprehensive and system innovation of existing National New Area space development of national new space exploration,put forward the "function block" theory is the National New Area space development theory,defines the connotation and structure model of function block theory,and elaborates the development strategy of National New Area in space structure,production space,living space,ecological space and traffic space and other aspects on the guiding of “Function Block”theory.In the empirical research part,by“Function Block”theory in the planning practice of Chongqing Liangjiang New Area as an example,introduces the function block theory to explore the application of Chongqing Liangjiang New Area declareing and planning stage,using the “Function Block”theory,in the future of Liangjiang New Area space structure,production space,living space,ecological space and traffic space development strategy and other aspects of the proposed the constructive suggestions.Finally,combined with the function of block theory and National New Area development requirements,innovative ideas for planning formulation mechanism are discussed.
