Study On Planning Management Of Rural Human Settlements And Informatization Construction In Chongqing

After the central conference on urbanization and central conference on rural work in 2013,with the steady development of the new urbanization strategy and the continuous release of the reform bonus,the status and function of the rural areas should be re-recognized.It is a common consensus that rural areas should be an important participant and beneficiary of deepening reform and opening up.During the process,the limited public resources determine that rural planning management,especially the rural planning decision-making,will become the key guidance for the directional release of reform bonus.We should focus on the study on how to make scientific,balanced and precise decisions.Aiming at the unilateral,subjective and non-sustainable problems of the existing rural planning decisions,the paper discusses how to establish the scientific decision making method on rural planning through integrated information data and geographic information technology in the background of ecological civilization construction and the strategy of national urban and rural integrated development,and explains the comprehensiveness,objectivity,accuracy,universality and sustainability of the technique with real cases.In the term of database construction,the paper establishes district comprehensive database under the guidance of rural planning decision making based on the achievement of municipal comprehensive database construction in Chongqing and the status investigation data of the Nanan village.It realizes the spatial expression of natural environment factors,including topography,natural disasters,resources and others,socio-economic factors,including geographic conditions,population,industry,culture and others,spatial support factors,including land use,residential buildings,municipal facilities,spatial control,planning and others,the development intention of villagers and other factors,which can provide basic data support to the rural planning decisions-making.In the term of system development,the thesis adopts the C/S architecture and takes the ArcGIS Engine 10.1 of ESRI as the development platform.It constructs a multilayer and graphic rural planning decision-making system which integrates planning business support modules,including planning formulation,planning management,planning approval,inquiring statistics and others,basic spatial analysis functions,including surface analysis,buffer analysis,network analysis,spatial query analysis and others,and spatial statistics and display functions,including data input and dynamic update,layer visualization,the statistics and output of data report and others,and supports the custom construction of analysis and evaluation models.In the turn of practical application,the paper takes the 32 towns in Nanan district as the study cases.It carries out the comprehensive analysis of multi factors from perspective of assisting the planning compilation,including population DID,spatial influencing factors,development conditions and requirements and other factors.It takes the time sequence of the formulation of rural planning as the major index and identifies 9 villages that have priority to compile village planning,11 villages that meet the requirements to compile village planning and 12 villages that have not compiled village planning.The analysis results can effectively support the orderly development of the full coverage planning of Nanan district,the integration of the mutil-planning and others.Then,taking Banan district and Yubei District as an example,the extension of rural planning decision system is verified.Finally,it believes that Internet big data and government departments big data can realize the mutual complementation,learn others’advantages and make up their own deficiencies.As the data barriers of government are removed and the Internet is popularized in rural areas,the behavior of rural population and the rural tourism will provide abundant big data.Developing the comprehensive information data of village status and its application and improving the ability and efficiency of decision support will be the important direction of the informatization construction of rural planning decision-making in the future.
