Study On Evaluation And Optimizing Strategy Of Rural Human Settlement In Northern Jiangsu Under The Background Of Rural Vitalization

Rural areas are the basis of regional development.Improving the level of rural human settlements is an important part of improving the living and production conditions of rural residents and realizing rural development.The CPC Central Committee has always attached great importance to rural work.The Guiding Opinions on Improving the Rural Human Settlement Environment issued by the General Office of the State Council in 2014 clearly defined the working path and construction focus of the rural human settlements environment.The strategy of Rural Revitalization put forward in the report of the Nineteenth National Congress of the CPC in 2017 further raised the rural construction to a new height.As a relatively weak area in Jiangsu Province,northern Jiangsu has developed rapidly in recent years.The urban economy has been significantly improved and the urban and rural landscape has been continuously improved.On this basis,rural areas in northern Jiangsu have also received significant development opportunities,and the improvement of the overall rural human settlements environment has great potential.Based on the above background,this paper analyses the characteristics of rural human settlements environment in northern Jiangsu,understands its development status,finds out its main problems,and puts forward corresponding optimization strategies,which has important practical significance for guiding the construction of rural human settlements environment in northern Jiangsu and promoting rural development in northern Jiangsu.Firstly,based on the macro-policy background,regional development background and rural development background in northern Jiangsu,this paper determines the overall research direction,the scope of research,the research ideas and methods,the technical route and so on,and makes a thorough study of the existing research on rural human settlements environment to grasp the research context of rural human settlements environment;secondly,it carries out theoretical research on rural human settlements environment.According to the theoretical basis,the elements and evaluation system of rural human settlements environment are determined and classified into two categories: material elements and non-material elements.Subsequently,the characteristics of rural human settlements environment in northern Jiangsu are analyzed according to the determined elements and evaluation system.In terms of material elements,the natural ecology,spatial organization,housing and public service facilities in Northern Jiangsu rural areas are analyzed.In terms of road traffic,municipal infrastructure and non-material elements,this paper analyses the economic population,social life,cultural environment and policy system,and summarizes the characteristics.Then,it makes a quantitative summary evaluation of the rural human settlements in northern Jiangsu,compares the spatial distribution of the rural human settlements in various counties and cities,and evaluates the status of the rural human settlements in northern Jiangsu in the region.Then,from the perspective of location,economy,natural conditions,infrastructure conditions and policies,this paper studies the influencing factors of rural human settlements environment in northern Jiangsu.Finally,based on all the above studies,it summarizes the main existing problems of rural human settlements environment in northern Jiangsu,and puts forward corresponding optimization and upgrading strategies.
