Study On Theories And Methods Of Collaborative Planning Of Social Infrastructures In The Three Gorges Area

Social infrastructure is the spatial expression of structural social relations,which is the city space carrier for alleviating social problems,improving the quality of life of the citizens and improving the level of social welfare in the process of urbanization.With the new urbanization process,the Three Gorges Reservoir area has entered the post Three Gorges era,and the main social contradictions are transformed into the contradiction between the growing needs of the people and the uneven development of the unbalanced development of the people.Therefore,the dissertation takes the urbanization process of the Three Gorges Reservoir Area as the space-time background,takes the realistic social problems and human needs as the orientation,and takes the social infrastructure planning as a governance approach to social issues,In the field of urban and rural planning,it establishes a coherent cross-cutting field with systemic coordination theory,sociology,and economics.it takes "the analysis of the current problems – theoretical exploration – mathematical model – strategy thinking" as the overall technical route.The basic content of the theory and methodology of the collaborative planning of social infrastructure in the Three Gorges Reservoir area is formed by using the comprehensive research methods such as copywriting logic,field survey,related measurement and coordination measure.(1)Exploring the theoretical framework of collaborative planning and aiming at social governance for social infrastructure in the field of urban and rural planning(the second,third chapter).The research shows that the lack of synergy between the transformation of urbanization and the construction of social infrastructure,the lack of synergy between the needs of the social infrastructure and the planning and construction of the reservoir area and the lack of synergy between the supply of social infrastructure and the needs of the people are the specific causes,reasons and contradictions of the social problems in the reservoir area.The construction of social infrastructure,the process of new urbanization and the synergy mechanism of three systems of human demand,promoting the collaborative planning of social infrastructure is not only the main practical strategy of the theoretical outlet,but also an effective way to govern the social problems in the reservoir area.(2)Build the social infrastructure,the technology route and the coordination measurement model of the new urbanization coordination status(the fourth chapter).According to the 2000-2014 year panel data measure of the Three Gorges Reservoir area through the coordinated measure model,the results show that the coordination state of the social infrastructure construction and the urbanization process from the overall coordination period of the Three Gorges Project Construction(2000-2010 years)to the post Three Gorges period(2010-2014 years)shows a spatio-temporal change from imbalance to the basic coordination to the imbalance trend and the tendency to increase.Therefore,the paper proposed 3 basic types of diagnostic classification in towns,and carry out specific collaborative planning strategies for different categories of towns.(3)The paper proposed that macro regulatory framework of the collaborative planning of regional social infrastructure in the Three Gorges Reservoir area and the collaborative planning strategy based on human based requirements and based on the adaptive choice model(the fifth,sixth chapters).At the regional level,the regional collaborative planning is discussed with higher education facilities as an example.In the urban level,taking the Wanzhou district as an example,the adaptive choice model is used to identify the planning sequence of the subsystems of the social infrastructure,and the planning standards and design methods for the basic education facilities,medical facilities and parking facilities are studied.In urban area(community)level,taking cultural facilities and pension facilities as an example,it discussed ways of social governance based on demand.Based on the above research,the paper proposed three exploratory strategies for the collaborative planning of social infrastructure in the Three Gorges Reservoir Area: in the implementation of the current situation,a cooperative state diagnosis model is proposed to dynamically monitor the possible social problems.At the regional and city level,through the adaptive selection model,the various subsystems of the social infrastructure are coordinated and configured based on the urbanization and economic development stages to meet the human-centered space requirements of the informal economic model in the reservoir area.the standardization and technical measures of the current urban planning are localized in the urban and community layer interview chart,and the spatial layout planning strategy is proposed to realize the social welfare guarantee and the social questions management function of the social infrastructure.The sociological problems caused by the construction of social infrastructure and urbanization process in the Three Gorges Reservoir area and the mismatch of human needs not only have certain space-time characteristics,but also have certain academic universal significance.In the special period of the new urbanization in the Three Gorges Project and the Three Gorges project,the paper tries to construct a theoretical framework for the cooperative planning of social infrastructure in the Three Gorges Reservoir area through a cross discipline to analyze the related mechanisms of the social infrastructure and the new urbanization and human needs,and to construct a qualitative and quantitative approach to the planning and design of "Cooperative State Diagnosis-Macro Control Framework-Collaborative Planning Strategy" for urban social infrastructure,it proposed the land-use layout technology,implementation management and long-term maintenance strategy based on demand satisfaction and sub planning of social infrastructure.
