| In the tide of rapid urbanization and economic growth,human always praise the flourishing scene of modern cities,but neglect the outbreak of a series of natural disasters,man-made disasters and pandemic which are caused by changing the natural environment and breaking the ecological balance.Since the 21 st century,the frequency and intensity of natural disasters have been on the rise,and the scope of impact and economic and social losses have been expanding.The three gorges project is the largest water conservancy project in the world and a complex human settlements system project.The cities in the three gorges reservoir area have a typical mountainous urban spatial environment and are prone to mountain natural disasters.In addition,the urban construction activities accompanied by the social environment of the rapid migration and relocation aggravate the damage to the ecological environment of the reservoir area,making the disaster resistance of the reservoir area city weaker and weaker.In the post-three gorges period,it is imperative to promote the construction of urban ecological civilization in the reservoir area,improve the ecological safety and disaster prevention and emergency response capacity of the reservoir area,and realize the sustainable development of the reservoir area.In the urban disaster prevention and reduction system,ecological infrastructure plays a very important role,both in the prevention and control of natural disasters before and after the disaster as emergency disaster areas.According to this background,this paper takes urban ecological infrastructure of reservoir area as the research object,and disaster prevention and reduction efficiency as the research core.Firstly,the status quo of ecological infrastructure and urban security construction in Wanzhou city were tracked.It is concluded that the imbalanced distribution,fragmentation and degradation of ecological service capacity of urban ecological infrastructure construction in the reservoir area are the key factors restricting the effectiveness of disaster prevention and reduction.Combined with the special disaster types,generating factors and disaster chain occurrence perspectives of the cities in the reservoir area,the disaster prevention and reduction efficiency of ecological infrastructure is divided into three parts: control disaster before disaster,disaster prevention and relief during disaster and short-term support for shelter and settlement after disaster,and then the evaluation system for disaster prevention and reduction of urban ecological infrastructure in the three gorges reservoir area is established.This system covers 20 indicators in four aspects: urban development conditions,urban environment conditions,spatial support conditions and service level of ecological infrastructure during disasters.Then it makes an empirical study on the target cities and evaluates the ecological infrastructure of each area in the city.Finally,a reasonable conclusion is obtained through the analysis,which provides a new way of thinking for the planning and construction of urban ecological infrastructure in the reservoir area,and it also provides a reference for the improvement of urban disaster prevention and reduction capacity. |
