Research On New Rural Construction Performance Evaluation And Sustainable Development Model In Guanzhong Area

In the new period,rural sustainable development in China is facing the problems of urban-rural gap,unbalanced public facilities,poverty alleviation and monotonous village style.In 2005,China had put forward the New Rural Construction strategy to improve the lagging rural construction and achieve urban-rural integration development.After 10 years of construction and development,Guanzhong region has invested a lot of manpower,money,facilities and technology,the overall rural areas has been effectively improved.However,its rural sustainable development situation is still grim,urban and rural gap is still obvious.In this context,it is necessary to evaluate the performance of new rural construction in Guanzhong area,and analyze its existing problems in order to adjust its main ideas and content direction in time,achieving rural sustainable development in Guanzhong.First of all,this paper explains research focus and content characteristics on rural areas from different aspects of geography,economics,sociology,political science,urban-rural planning.Also,it combs the relevant research progress on new rural construction and sustainable development in domestic and abroad,sorting out researches on new rural construction performance evaluation using input-output analysis are relatively less.Most of the achievements do not fully recognize the public value of new rural construction and despise farmers‘ opinions.In the progress of rural sustainable development,some local practices put forward many models,but the effectiveness and pertinence of the models are not good.Also,this paper analyzes the practical experiences in developed countries,such as the United States and Britain,and eastern region of China,providing a foundation and reference for Guanzhong rural sustainable development.Secondly,the paper analyzes the basic conditions of new rural development in Guanzhong area from the aspects of economy,social development,space utilization,facilities supply and human settlement environment.At the same time,using the methods of comparative analysis,data envelopment analysis model and questionnaire survey to evaluate the comprehensive performance of the new rural construction in Guanzhong area from the aspects of process factual consistency,construction efficiency and peasants‘ satisfaction.And then,to see the appearance to perceive the essence,this paper analyzes the main factors affecting the performance level of the new rural construction.In the field of urban and rural planning,this paper reviews the shortcomings of the current rural construction mode and planning technology system comprehensively,trying to provide new ideas for building the sustainable development modes and optimize the rural planning technology system.Thirdly,based on the review of exsiting construction mode,this article absorbs the concept of sustainable development and builds a multidimensional goal value system.And following the principle of ?spatial-temporal difference,spatial scale,operational feasibility?,it constructs suitable ?local model+type model? system for new rural sustainable development in Guanzhong.And then in the urban and rural planning field,this article takes sustainable development as value orientation,improves and innovates the rural planning technical system from the aspects of system structure,content framework,technical methods,standards and policy support system.And ultimately it provides technical support to achieve the goal of rural population,resources,social and economic sustainable development.Finally,focusing on village microscopic level,the paper takes Xin wu village(Bai shui County,Wei nan city),Ping luo village(Dali County,Wei nan city),Bai village(Li quan County,Xian yang city),Bai she village(Sanyuan County,Xian yang city),Tao yuan village(Chen Cang District,Baoji City),Ling dan miao village(Tao chuan County,Baoji City)as the empirical cases to verify the sustainable development type mode,ensuring its feasibility and effectiveness.
