Rural roads is an important part of China’s roads，and its development has became animportant part in promoting the realization of an amoderately prosperous society. As thecritical infrastructure in rural areas in China，rural roads has experienced a process from lessto more，accessible to smooth and safe. With the scientific concept of development and thedevelopment goals of improving management capacity, depth of access and patency，"12thFive-Year Plan" takes policy measures about optimizing the preliminary work，enhancingcapacity-building and project quality，improving service capacity and improving the quality ofdevelopment，to change the development mode of rural roads and achieve sound and rapiddevelopment.From the premise of current development of the rural roads at home and abroad andunder the theory of sustainable development of rural roads，from the theory of sustainabledevelopment, to understand the connotation of sustainable development of rural highway andprinciple, analyses the influence of China’s rural road of sustainable development, evaluationmethod of sustainable development of rural highway capacity determined, this paper builds anevaluation system about the capacity for sustainable development of rural roads withindicators such as ability to adapt to the needs of the community，ability to carry resources，ability to regulate and control，ability about development of economic and financial and safetycontrol ability of rural roads，the establishment of the evaluation index system of the ruralhighway of sustainable development ability index: the rural highway transportation demand;rural highway transportation, passenger and freight transport amount; rural highway transportvolume; the rural highway transportation vehicle average tonnage; consumption of ruralhighway transportation vehicles per ton kilometer energy; rural road traffic accident mortalityrate; rural highway cumulative the occupation of cultivated land area; rural highway totaloccupation of land area; reclamation area; rural road mileage of rural highway mileage ofhighway; different; different levels of rural highway capacity; traffic fixed assets; index ofhighway investment benefit rural areas; the rural highway transportation efficiency index;informatization level of rural highway, comprehensive index dynamic comparison methodevaluation，then takes Liaoning rural roads as an example for empirical studies，and putsforward countermeasures and suggestions to achieve the sustainable development of ruralroads.
