As countries around the world pay more and more attention to issues such as energy structure,environmental pollution ecological changes and other issues,accelerating the development of new energy has become a common consensus of the international community to promote energy transformation and face global climate change.However,due to the randomness,volatility,intermittentness and anti-peaking of offshore wind power,it is more difficult for offshore wind turbine to be constructed and the construction environment is also more complicated.After large-scale centralized grid connection,the technical requirements for offshore wind turbines are higher and more complex,which poses a huge challenge to the safe operation of the grid.Therefore,designing a scientific and rational offshore wind power dispatch management mode has important theoretical and practical significance for improving energy utilization efficiency,wind power acceptance capability,and enhancing the competitiveness of power companies.Based on the research on offshore wind power grid integration,dispatch management,scheduling mode,this paper analyzes the unique advantages of offshore wind power and the impact on the power system after large-scale grid connection.This paper defines the connotation of power grid interconnection mode and wind power dispatch management mode,expounds its main characteristics and explores the main problems of dispatch management.According to the in-depth analysis of the safety operation factors of power system,the offshore wind power dispatch management process is determined based on Petri net theory.The offshore wind power grid-connected dispatch management network is established,which reveals the relationship between dispatch and load,dispatch and wind receiving,dispatch and forecasting.Then,based on the analysis of the characteristics of the offshore wind power grid-connected dispatch management mode,the design requirements of the dispatch management mode are proposed,and the overall framework of the dispatch management model is designed.Based on the above research,the necessity of offshore wind power prediction is further studied.First,this paper analyzes the relationship between wind speed,wind direction and wind power,and the similarity of wind power.In order to provide a basis for accurate scheduling,wind power is predicted and constructed by improved K-nearest neighbor algorithm and K-means clustering algorithm respectively.Based on the prediction error results,the wind prediction model analyzes the effectiveness of the two prediction algorithms.According to the characteristics of offshore wind power data,a more effective forecasting method for offshore wind power prediction is determined,which provides an important basis for the subsequent dispatch management mode.According to the economic requirements of offshore wind power dispatch management,the economic dispatch management mode of offshore wind power grid is studied.On the basis of analyzing the types and characteristics of economic dispatch,according to the characteristics of safety-constrained economic dispatch,the economic dispatch management process is established.Based on the opportunity constrained programming theory to determine the objective function,constraints and construct the economic dispatch model.From the perspective of economic cost,combined with classical decision theory,behavior decision theory and axiomatic decision theory to analyze the applicable conditions of economic dispatch management mode,establish an economic dispatch management mechanism.The economic dispatch management strategy is proposed to ensure that the operating costs of wind power enterprises are minimized.According to the requirements of offshore wind power conservation,the research on the offshore wind power grid-connected energy-saving dispatch management mode is carried out.Based on the analysis of the basic princi ples and characteristics of the energy-saving dispatch mode,the energy-saving dispatching process is established according to the energy-saving dispatch management objectives.The objective function and constraints are determined based on the optimization theory and the energy-saving scheduling model is constructed.Combined with behavioral decision-making,modern decisionmaking and axiomatic decision-making theory,the applicable conditions of energy-saving dispatch management mode are analyzed.Then,establish an energy-saving dispatch management mechanism,propose an energy-saving dispatch management strategy,and propose safeguard measures to ensure the maximum power generation of the power system.In order to verify the practicability of the wind power dispatch management mode,the IEEE118 offshore wind power grid-connected system is taken as the research object,and empirical research is carried out.The correctness and applicability of the proposed prediction method and model are verified from three aspects: offshore wind power forecasting method,offshore wind power grid-connected economic dispatching model and offshore wind power energy-saving dispatching model.Furthermore,under the two management modes of economic dispatching and energy-saving dispatching,the practicality and feasibility of the management strategy are proposed for the enterprise,and the decision-making reference for the optimization operation of wind power enterprises is provided.The offshore wind power grid-connected dispatch management mode discussed in this paper will help to effectively implement national energy conservation and emission reduction work,improve China’s wind power development technology level,help the state power grid to properly allocate power grid power,and make full use of new energy power.It is of great practical significance to promote the construction of future offshore wind farms,control environmental pollution and to build a green society.In addition,the wind power grid-connected dispatch management model studied in this paper also has certain academic value for the development of new energy power enterprise management theory.
