China's society has entered the late stage of industrialization,and the high energy consumption and high pollution has made a serious energy crisis and an increasing environmental pollution.These mean that it has been difficult to sustain by relying on the high investment and heavy industry-leading development of high-speed economic growth.Most of China's provinces and cities simultaneously fog and haze since 2013,which seriously affects people's life.Under the background of the serious environmental situation,controlling the energy pollution and achieving su stainable economic development become the Chinese government and people's concerns once again,which has an urgent need to address.Information communication technology(ICT)industry,as one of the typical industries of high value-added and low energy consumption,began to be favored by governments of many countries.With the wind of the third industrial revolution and the information technology revolution,the Chinese government puts more focuses on nurturing big data,cloud computing,mobile Internet and other next-generation ICT technologies.ICT has been viewed by the Chinese government not only as an powerful weapon to catch up with the western developed countries in economic goals,but also as a tool to realize the "thirteen Five-Year Plan" energy-saving and emission reduction targets.By studying the influence mechanism of ICT on energy consumption,and the spatial effect of ICT,energy consumption spatial effect,the impact of spatial ICT spillover on energy consumption,our paper can effectively enrich the theoretical and empirical study systems of the field of ICT's ecological effect and spatial technology spillover.The development of research on the relationship between ICT and energy consumption in China is late and slow,and the empirical research on China is quite few,so my research fills up the gap to a certain extent.From the realistic point of view,this paper provides a strong theoretical support for Chinese governments at all levels to formulate relevant policies and measures by taking full account of China's ICT and energy consumption patterns of regional heterogeneity.The main topics are listed in the following paragraphs:First,the paper studies the impact mechanism of ICT on energy consumption.According to Hility's theory and STIRPAT model,the main mediate key variables which affect energy consumption are found: industrial energy efficiency,technological progress,industrial structure,household electricity consumption and economic growth.Through establishing the causal relationship network among these variables in energy consumption system,the paper analyzes the main transmission paths from ICT to energy consumption by path analysis method.And the infulence level of every path is also calculated.Besides,the different effects of ICT on energy consumption are summed.In addition,based on the STIRPAT theory and the basic idea of EKC curve,the model to investigate the nonlinear relationship between ICT and total energy consumption is constructed.Secondly,we try to detect the regional differences of the effect of ICT investment on energy consumption.The paper builds the model by including the scale effect,structure effect and technology effect of economic activities into the classical STIRPAT model,and detects the long-run relationship by DK panel regression and the short-long effect by an error correction model.The dataset are from the panel data of 30 provinces and cities in China from 2003 to 2012.Thirdly,the paper studies the spatial dependence machanism of energy consumption,the direct effect and indirect effect of energy infuluencing factors.On the basis of the model of relationship between ICT investment and energy consumption,a spatial lagged item constructed by neighborhood matrix,geographic distance matrix,traffic convenience matrix and ICT matrix is introduced separately to establish Spatial Dubin Model to explore the spatial dependence of energy consumption and the energy-saving effect of every influencing factor,and decompose the effect into direct effect and spillover effect.Fourthly,the spatial spillover effect of ICT and its impact on energy consumption are investigated.By using the panel data of 30 provinces and cities in China from 2005 to 2012,the paper explores the driving mechanism of regional ICT development from the aspects of economic development,industrial structure,technological progress,ICT infrastructures,innovation environment,human resources and ICT industry.The lagged item is further introduced to build the spatial lagged model and spatial error correction model to explore the spatial ICT spillover effect.Furthermore,we bulid the empirical model which is about the relationship between the spatial ICT spillover effect and the energy consumption by the driving force of ICT development in China.
