Research On Regional Development Planning And Competitiveness Of Wind Power Industry In Kazakhstan

With the development of society,more and more attention has been paid to the impact of coal and other energy sources on the environment.Because of the excessive use of hydrocarbon-rich fuels such as petroleum and coal,greenhouse gas emissions become more and more serious.Therefore,energy powers such as thermal energy and fossil fuels are increasingly accused of being the main responsible countries for global climate change.The World Energy Association and the relevant United Nations agencies call on the world to vigorously develop renewable energy,substantially reduce the use of coal and oil,and call on energy-rich countries to actively develop renewable energy and transform to clean energy-based countries.Therefore,the development and application of high and new technologies of renewable energy has become the core issue to solve the global greenhouse effect.Taking Kazakhstan as the research object,this paper systematically analyses the competitiveness of Kazakhstan’s wind power industry,which has important theoretical and practical significance for supporting the future development of Kazakhstan and other resource-rich countries in the transition to clean energy.Firstly,the concepts of wind power industry and competitiveness of wind power industry are defined,and the development status and problems of wind power industry in Kazakhstan are analyzed.Based on the analysis of the development of the wind power industry in Kazakhstan,this paper defines the connotation,characteristics,competitiveness and industrial competitiveness of the wind power industry,and analyses the overall situation and problems of the development of the wind power industry in Kazakhstan.Secondly,the strategic environment for the development of wind power industry in Kazakhstan is analyzed,and the SWOT analysis of the development environment in Kazakhstan is carried out.The development status of wind power industry in typical countries of the world is analyzed,its development status and national policies are studied,and its advanced experience is summarized.This paper expounds the evolution,current situation and obstacles and causes of the development of wind power industry in Kazakhstan,and conducts SWOT analysis from the perspectives of advantages,disadvantages,opportunities and threats.Then,based on the analysis of regional planning and development of wind power industry in Kazakhstan,and on the basis of literature research,this paper makes an empirical study on the total potential of wind power industry,the technical potential of wind power industry,the economic potential of wind power industry and the potential of greenhouse gas emission reduction in the development of wind power industry in Kazakhstan,and makes an analysis of the results of the empirical study,confirming that Kazakhstan is suitable for the development of wind power industry.The area.Thirdly,based on the diamond theory model,an index system for evaluating the competitiveness of Kazakhstan’s wind power industry is constructed.Under the framework of diamond theory model,this paper studies the factors influencing the competitiveness of wind power industry in terms of production factors,demand conditions,related industries,enterprises,government policies and opportunities,constructs an evaluation index system for the competitiveness of wind power industry in Kazakhstan,and defines the connotation of the evaluation index system.Finally,the key regions and measures for the development of wind power industry in Kazakhstan are put forward.Finally,An Empirical Study on the competitiveness of Kazakhstan’s wind power industry is carried out based on the fuzzy comprehensive evaluation method.Based on the theory of analytic hierarchy process,the weight of the evaluation index of the competitiveness of Kazakhstan’s wind power industry is determined.The fuzzy comprehensive evaluation method is used to make an empirical study on the competitiveness of Kazakhstan’s wind power industry,and then the empirical results are evaluated.Finally,the key regions and measures for the development of wind power industry in Kazakhstan are put forward.
