Study On The Supply Mechanism Of Public Goods In State-Owned Forestry Farms In China

At present,China presents an uncoordinated state of rapid economic development and extremely fragile ecology.The shortage of public goods based on ecological perspective has become the biggest bottleneck restricting China’s economic and social development.State-owned forest farms are China’s forestry specialized in forestry and forest management.The basic units are mainly to provide public goods with multiple functions of ecology,economy and culture.How to adapt to the needs of China’s economic and social development,and to increase the supply of public goods in state-owned forest farms quickly and effectively to promote the harmonious development of society is in front of us.A problem that needs to be solved urgently.This paper firstly analyzes and evaluates the supply and demand of public goods in state-owned forest farms in seven districts of China through the binary Logit regression model.Secondly,by constructing the framework of the public goods supply mechanism of state-owned forest farms by citing the SSP analysis paradigm,the structure of the supply mechanism of this paper is clarified.Thirdly,combining the structural equation model to analyze the influencing factors of the public goods supply mechanism of state-owned forest farms in China,the factors that may affect the public goods supply mechanism of state-owned forest farms are obtained.Fourthly,based on the influencing factors,the Porter Diamond Theory Model is used to stage the public goods supply process of state-owned forest farms,and the public product supply mechanism of staged state-owned forest farms is established.Fifth,according to the designed mechanism,a running path that can be effectively realized by the public product supply mechanism of state-owned forest farms is formulated.The conclusions of this study mainly include:First,the public goods of state-owned forest farms in the four regions of North China,Northeast China,East China,Central China,South China,Southwest China and Northwest China are all in a state of mismatch between supply and demand.Among the seven districts,there are only cultural functional public goods.Supply is greater than demand,while public functions such as supply function,regulation function,and support function are demand greater than supply.Second,the factors affecting the public goods supply mechanism of state-owned forest farms include the environmental factors of state-owned forest farms,the management mechanism of forest farms,the management model of forest farms,and the satisfaction degree of demand preferences of forest farms.The impact of these four influencing factors is the environmental factors of forest farms.>Management mechanism of forest farms>Business model of forest farms>Degree of satisfaction of forest farm demand preferences.Thirdly,the public product supply mechanism of China’s staged state-owned forest farms is constructed,which is the public service demand mechanism of state-owned forest farms under the "demand-providing" stage,including the construction of public service decision-making mechanism oriented to the needs of state-owned forest farms,and the establishment and improvement of public services in forest farms.The multi-subject supply mechanism and the policy incentive and constraint management mechanism for improving the supply of public services in state-owned forest farms.The production mechanism of public goods in state-owned forest farms under the "provide-production" stage,including improving the forest management and protection mechanism based on government procurement services,establishing a monitoring system for the production of public goods in high-standard state-owned forest farms,and establishing a moderate development mechanism for forests to meet the diverse needs of the market.And strengthen production mechanisms in line with the distribution characteristics of public goods in state-owned forest farms.The public goods supply mechanism of state-owned forest farms under the "production-supply" stage,including the construction of "interconnected-complementary-interactive" state-owned forest farm public goods supply mechanism,the establishment of state-owned forest farm public goods regional market negotiation and trading mechanism,and the scientific establishment of state-owned forest farm public goods.Financial compensation mechanism and responsibility mechanism for strengthening the effective supply of public goods in state-owned forest farms.Fourth,the realization path of the public goods supply mechanism of state-owned forest farms is to promote the forest farms to provide public goods more effectively and meet the diversified needs of society,and to build multi-agent cooperation and
