Poverty State-owned Forestry Farms Management Performance Assessment Research Based On DEA-Tobit Model

The poverty problem of state-owned forest farms in our country has been a problem of great concern.In recent years,the state has continued to increase poverty alleviation of state-owned forest farms in various regions,while focusing on supervision,effectively improving the efficiency of the forest farms to create and improve the living conditions of workers.In order to carry on summary and affirmation to the poverty alleviation work of the state-owned forest farms carried out by the state from the 70s of last century,to improve the management performance of the state-owned forest farms and achieve the goal of the poverty forest farms to get rid of poverty and become rich,based on a lot of literature,the study chooses DEA to conduct performance evaluation of state-owned forest farms in poverty alleviation.The study constructs one poverty alleviation performance evaluation index system consisting of 11 input and output indicators from the land,capital,labor force three aspects including the forestry land area,forest area,fiscal expenditure,government investment,fixed assets,the number of workers,number of college degree workers,industrial output,afforestation rate,per capita income of workers,forest growing stock of per unit area.In this study,we analyze the efficiency of poverty alleviation in 27 poor provinces(data from Hong Kong,Macao and Taiwan are completely missing,with more than 60 percent missing data in Shanghai,Tianjin,Qinghai and Tibet),and then analyze the influencing factors of poverty alleviation by establishing the Tobit model.The results show that the average value of the 27 provinces reaches 0.820.16 provinces'comprehensive efficiencies are 1,reaching the DEA effectivity,which can be the reasonable condition of "less input makes more output".One province does not exist insufficient input or output,but the scale efficiency needs to be improved;10 provinces have redundancy in different degrees in input and output.Through the Tobit model analysis for the influence factors,although only four factors are significant,we find obviously two large aspects from human resources input and economic benefits.Through the analysis,we can draw the conclusions and then put forward some corresponding suggestions.First,the study confirm the work achievements of the state-owned forest farms in poverty alleviation,in order to consolidate the results and make more improvements,it is proposed that the country should accelerate the process of poverty alleviation work,so that more poor farms make more economic output and improve the living conditions of workers.Second,for the majorities of forest farms which exist redundant input or output,we suggest to optimize the allocation of resources,improve the managers' level and enhance the overall efficiency from the two aspects of government and forest farms.Third,knowing the human resources input and output of forest economic benefits are the two major factors affecting the performance,we make one suggestion that government should increase the human resources to support the poor forest farms industry development so as to improve the overall output.
