Study On The Coupling Development Of Administration By Law And Economic Transition In Collective Forest Areas In Southern China

As one of the three traditional forest areas in China,the southern collective forest area,as a pilot area of the system reform of collective forest areas in China,took the lead in basically completing the reform of collective forest right system in the whole country,and played an important role in the development of forest resources and forestry economy in China.After the reform of collective forest right system has been basically completed,after years of economic development,fundamental changes have taken place in the economy and society of southern collective forest areas.At the same time,many new problems have been faced.Various new social contradictions have been highlighted.Especially,the contradiction between the administrative subject and the management subject in pursuit of the balance of ecological and economic benefits has increasingly become an impact on the forestry economy of southern collective forest areas,and has become an important issues of sustainable development of the forestry economy of southern collective forest areas.In this paper,the coupling development of administration by law and economic transition in southern collective forest areas is studied.In the coupling system of administration by law and economic transition,the effective transformation of government functions as the media promoting the mutual influence and interaction between the two subsystems,clarifying the interaction mechanism between them,it is of great practical significance to effectively solve the contradiction between the administrative subject and the operating subject through the interest appeal and endogenous relationship between the administrative subject and the operating subject.Based on the theories of law and economics,administration according to law,economic transformation,system coupling and sustainable development,and with the comprehensive application of range method,distance coordination model and grey system theory,this paper realizes the research paradigm of combining qualitative and quantitative methods,and systematically analyses the operation mechanism of the coupling development of administration according to law and economic transformation of southern collective forest areas.The key influencing factors and measurement methods of coupling degree are also discussed.The main contents of the study include:(1)a comprehensive review of the relevant research literature,a comprehensive exposition of the study on administration by law,economic transformation and their relationship;a relevant theoretical reserve,analysis of law and economics theory,administration by law theory,economic transformation theory,system coupling theory and sustainable development theory;(2)Based on the characteristics of typical economic indicators,the 10 provinces and regions of collective forest areas in the south of China are divided into the first category,the second category and the third category.The current situation of the development of administration by law and economic transformation in the three regions is analyzed in depth,and the common and individual problems are summarized according to the actual development situation of the three regions,which lays a realistic foundation for the follow-up study of the paper.(3)Identifying the key influencing factors of the coupling development between administration according to law and economic transformation in collective forest area in the south.On the basis of literature analysis and expert investigation,the initial influencing factor set of coupling development between administration by law and economic transformation in forest areas is constructed.The whitening function is constructed by using grey system theory,and the initial index set is screened objectively.Finally,a total of 46 key influencing factors of seven categories are obtained,which can be used as an effective basis for constructing the evaluation index system of coupling development between administration by law and economic transformation.(4)The coupling of administration according to law and economic transformation system in southern collective forest areas is analyzed in depth.On the basis of in-depth analysis of the objectives,functions and structure of the coupling system between administration by law and economic transformation in southern collective forest areas,the main components of the system of administration by law and economic transformation in southern collective forest areas are separately taken as reference.The coupling mechanism among principal components,principal components and subsystems and among subsystems is analyzed comprehensively and thoroughly,which lays a foundation for the evaluation and characterization of coupling degree.(5)Establish the evaluation index system of coupling development and the evaluation method system of coupling degree of administration according to law and economic transformation in the southern collective forest area.Based on the actual characteristics of the research object and the effective integration of key influencing factors,an evaluation index system is designed,including the principal component of administration and economy,resource condition subsystem,scientific and technological innovation subsystem,social environment subsystem and market environment subsystem.The principal component of administration and economy mainly includes the economic environment,the industrial environment and the administrative environmental.The three indicators can well represent the specific effects of the coupling development of administration by law and economic transformation in southern collective forest areas,while the key factors,such as resource conditions,scientific and technological innovation level,human and geographical environment,and capital and market environment,are respectively designed as resource conditions subsystem,scientific and technological innovation subsystem,social environment subsystem and market environment subsystem.As an auxiliary subsystem of the coupling system of administration according to law and economic transformation in southern collective forest areas,the index of unified elements represents the coupling degree among subsystems and between principal components and subsystems.According to the actual needs of coupling degree measurement between administration according to law and economic transformation,the coupling degree measurement system of administration according to law and economic transformation system in southern collective forest areas is constructed by range method,distance coordination degree model and grey correlation degree model,in which the weight coefficients of index and order parameters are determined by range method,and the coupling degree is measured by coordination degree and grey correlation degree model.(6)Taking Guangdong Province as an example,this paper conducts an empirical study on the evaluation of the coupling development between administration according to law and economic transformation in collective forest areas,in order to further test the above conclusions,especially the feasibility and operability of the coupling degree measurement index system and the coupling degree measurement system.(7)Aiming at the commonness and individuality of 10 provinces and regions in the southern collective forest areas,combined with the empirical research conclusion,the safeguard countermeasures suitable for the coupling development of administration by law and economic transformation in the southern collective forest areas are put forward.The coupling development of administration by law and economic transformation in collective forest areas of southern China is a new theoretical proposition,but the coupling of the two has a wide range of realistic and theoretical basis.There is a big gap among the 10 provinces and regions in the southern collective forest areas in terms of administration according to law and economic transformation and development.The relatively developed provinces and regions of forestry economy show that the construction of government ruled by law is relatively standardized,and the administrative efficiency and level of administration according to law are relatively high,which directly reflects the endogenous relationship between the economic transformation and development of forestry areas and administration according to law.Correctly handling the relationship between administration according to law,the transformation of government functions and the development of economic transformation is an effective way to solve the new contradictions after the reform of forest rights in southern collective forest areas.
