An Analysis Of Government Responsibility In The Supply Of Rural Public Cultural Services In My Country

The report of the 19 th National Congress of the Communist Party of China clearly pointed out that "perfecting the system of public cultural services,in-depth implementation of cultural huimin engineering,rich mass cultural activities",encourage the integration of social and cultural resources,and actively introducing market mechanism to make up for the weak social forces and the single-minded government.In view of the current situation,improving the supply of rural public cultural services is the focus of improving the public cultural service system.Practice shows that,due to the public welfare and altruism of rural public cultural service supply,the current supply-driven mode of government-led supply of rural public cultural services in China is mainly adopted.It is undeniable that,This mode has obvious advantages in promoting the construction of rural public cultural service hardware facilities,guiding and enriching the supply carrier of rural public cultural services and realizing equalization of rural public cultural service supply,but it also has certain limitations.The one-size-fits-all supply mode without considering the actual demand of rural areas is easy to lead to the supply of non-needed,thousands of villages at the same time,the supply and demand fit is not high,and ultimately lead to the misplacement and waste of a lot of resources.This paper mainly cites the theory of government responsibility,the theory of hierarchy of needs and the theory of public goods,and first affirms the performance of government responsibility in the supply of public cultural services in rural areas from five aspects: system construction,financial support,cultural facilities,organizational guidance,and supervision and management.In-depth analysis of the lack of government responsibility in the supply of rural public cultural services in my country and the reasons for it are mainly reflected in the need to improve the awareness of public cultural management services,insufficient financial support and guarantee implementation,the construction of public cultural systems has not yet been implemented and detailed,and the mobilization and coordination of multiple subjects.The lack of participation ability and the objective and effective monitoring and evaluation mechanism are not perfect.On this basis,four principles that should be followed in strengthening the government’s responsibility in the supply of rural public cultural services are introduced.Finally,targeted countermeasures and suggestions are put forward,namely,fully fulfilling the government’s system design responsibility,effectively ensuring the government’s financial support responsibility,Effectively realize the government’s responsibility for planning and construction,vigorously strengthen the government’s organization and guidance responsibility,and fully implement the government’s supervision and management responsibility.While emphasizing the government’s responsibility in the supply of rural public cultural services,this paper actively guides the participation of social forces,forming a goose array pattern in which the government leads,social organizations,enterprises and the public participate together,and constantly enriches the content of rural public cultural service supply,so as to comprehensively improve the level of public cultural services.
