Since the new century,countries all over the world especially some Asian countries achieve sustained economic growth.At the same time,poverty,social exclusion,inequality is gradually deteriorating,which is gradually acquainted by the people.Social exclusion and conflicts become more and more significant because of the development.Inclusive development is put forward under this background.Generally speaking,inclusive development is to make the benefits of globalization,regional economic integration can be benefited to all countries,all people,especially the disadvantaged and less developed countries.This paper explores inclusive development from the perspective of human development,expands the research field of inclusive development,highlights the people's value,achieves feasible capacity of each free and independent development,the reasonable needs comprehensive and level of development,people's social relations the full and harmonious development.The human and social development theories of Marx doctrine are the basic to the inclusive development of human.From the view of Marx's human development perspective,the development of people is the core of the social development,the requirements of each individual freedom,all-round harmonious development.From Marx's social development theory,development is the overall development of social organism,is a comprehensive process of material,human self and culture,is the process of free and all-round development of the stage,which aims at all the people and each person equality of opportunity for participation in infrastructure development and sharing the fruits of development,continuous improvement all the people and each person's welfare,enhance the level of development of each person.There are three meanings of the inclusive development of human viewpoint.First,people have equal initial opportunity to development,which are not affected by the background.Second,people have right to get a happiness index.Inclusive development of human viewpoint leads human value into the level of social development,which overcomes human inequality,deprivation,exclusion and vividly reflects the social development depends on everyone,for everyone.Such inclusive development through the economy to build,service sharing,policy support and cultural integration of the development strategy,reflects the
