Domestic tourism development of theintangible cultural heritage has been carried out for many years, in the process, someunharmonious conflict factors affect the quality of tourism development ofintangible cultural heritage, how to handle the relationship between the variousstakeholders in the tourism development process of intangible cultural heritage, howto promote the intangible cultural heritage continue to inheritance and innovation,these are the problems of the tourism development of intangible cultural heritage.This paper proposes the tourism development of intangible cultural heritagewith the guidance of the concept of inclusive development, it provides a newthought for the tourism development.Firstly, it introduces the selected topicbackground and the significance in the preamble, in addition, some researchmethods used in this paper--the literature analysis, qualitative and quantitative andempirical analysis are briefly introduced.Secondly, based on the summary of the related theory of inclusive development,the connotation of intangible cultural heritage and tourism development of inclusiveinterprets, provides the basis for guiding the tourism development of the intangiblecultural heritage. And it also explains the mechanism of inclusive development ontourism development of intangible cultural heritage, expounds the significance andnecessity for a tourism development of intangible cultural heritage of the guidanceof inclusive development.Once again, through Delphi Method, AHP to construct the evaluation indexsystem of comprehensive development to guide for the tourism development ofintangible cultural heritage.By issuing questionnaires to determine the impactfactors of tourism development of inclusive development, then in order to conferscientific weight, it constructs the evaluation index system of comprehensivedevelopment of intangible cultural heritage tourism development by AHP method, concludes with the inclusive development level index value between0and1, Thecloser a non-heritage tourism development reflects a place to implement the conceptof inclusive development, the better.Finally, in order to test the verification and maneuverability of evaluation indexsystem of intangible cultural heritage tourism development of inclusivedevelopment, this paper takes Wu yuan County as the research object, carries on theappraisal to inclusive development degree, the value of inclusive development inWu yuan County is in a tolerance level. At the same time, conclude with the mainfactors that influence the intangible cultural heritage tourism development of Wuyuan County,it puts forward the countermeasure and suggestion from four aspects ofinclusive development connotation--economic development, social development,human development and cultural inheritance and innovation.
