Research On The Transformation Of Prostitutes In The Early Days Of The Founding Of New China

Healthy running of a society is the basic requirement to run a harmonious society and the unremitting pursuit of Chinese Communists.Governance on social issues is a prerequisite for a benign running society.In the beginning of the founding of New China,in many social problems faced by the Party,prostitution is a winding and extremely hazardous problem.Governance of prostitution is a successful example of the Communist Party to use the state power to force their jurisdictions toward the bottom of society.Complete and accurate recurrence of this period of history will help people know and understand what the party had done to rebuild the social order and consolidate the new regime in the early days of the new China.Academic research on prostitution governance helps remove some of the unofficial impacts on people's thinking and broaden the research ideas of CPC history,and also provides reference and inspiration for the governance of prostitution and other related issues today.However,the current research of prostitution issue focuses on certain cities and lacks the attention from the party's overall perspective on the social governance.Therefore,this paper,related the prostitution remolding with the overall social remolding in the early time of new China,studies the Party's governance of prostitution in the founding of New China from the sight of social governance to deepen the understanding of Chinese Communist Party's governance of urban issues in the founding of New China,and to provide a new perspective for the analysis and evaluation of the Party's social governance policy in the founding of New China.This paper,with a combination of a comprehensive macro-analysis and micro case study method,systematically analyzes the hazards of prostitute issue in the founding of New China,the theoretical and practical foundation for the Party's governance of prostitution,the Party's governance thinking and practice of prostitution,the way of prostitutes remolding,and its achievements and shortcomings.It also sums up the basic experience of prostitutes remolding in the founding of New China,and further explores the inspiration out of the Party's early governance on prostitution.Prostitution is a historical phenomenon,a social phenomenon,a cultural phenomenon,which had become a serious social problem in the early days of New China.The presence of prostitution not only trampled on the dignity of women,spread sexually transmitted diseases,destroyed social values and harmed social stability,but also seriously conflicted with the new regime.In the early time of New China,the Party's governance over prostitution issue included both the abolishment of prostitution system and the elimination of prostitution phenomenon.The perspective and understanding of the prostitution problem by classical Marxist writers and the early Chinese Marxists were the theoretical basis of the Party's governance over prostitution in the early years of New China.Loafers remolding movement undertaken by the Party in the border region of ShaanGanNing provided a practical basis for it.In the early days of New China,from the overall perspective of the social remolding,the party brought out the governance ideas of the prostitution issue,which include:proposition for the prostitution governance;analysis of the identity of prostitutes;fundamental ways and specific ways for prostitution governance;ideas and policies for prostitution governance.In accordance with the Party's idea of prostitution governance,the prostitution remolding in the early time of new China can be divided into three periods:the Party firstly restricted and managed brothels from the aspects of brothel owners,prostitutes and their clients;Secondly,the Party launched a nationwide movement to ban prostitution,close the brothels,and abolish prostitution system;thirdly,after the closing of brothel,the prostitutes were centralized and remolded.Under the leadership of the Party,the process was conducted with the people-oriented concept,and the whole nation systematically remolded from the prostitution system from the aspects of venereal disease treatment,education and training,organization of working,job assignment and so on.In the remolding of prostitution,the Party and the government resolved the"anti-remolding" phenomena by taking many measures.Finally,the illicit prostitutes were housed and remolded.In the early time of new China,prostitutes remolding included two main ways:"Beijing method" and "Tianjin method".Although,the other cities remolded prostitution in accordance with these two ways,each of them had its own practice,which reflected different characteristics Thus formed the "two ways,variety of features" remolding methods.In the early time of new China,the Party's governance over prostitution achieved great results from both the aspect of theory and practice.The reasons for the success includes:determination to ban prostitution and scientific management measures;the establishment of new social system and social trends;the establishment of all-round social controlling system;the establishment and conduction of the principles that public power serves the public interests.It is true that in the early days of New China,the Party's governance over prostitution also had some drawbacks,such as:the single subject identification of social issues,to simplification of the causes analysis of social problems,obvious politicization trend in social problems identification.In the early days of new China,the Party's governance on prostitution had accumulated a lot of valuable experiences.They are as follows:the abolition of prostitution was a firm political stand of the Chinese Communist Party;People-oriented policy was the basic idea of successful prostitution governance;correct leadership of the Party was the political guarantee for successful prostitution governance;mass line was an important prerequisite for successful governance of prostitution;clean and efficient government,and close cooperation was organizational guarantee for successful prostitution governance;laws and regulations were policy guarantee for successful prostitution governance;differentiated treatment was the principle and policy for successful prostitution governance;concrete analysis of specific issues was the fundamental method for the successful prostitution governance;comprehensive management was a major method in the successful treatment of prostitution.The successful governance of prostitution in the early time of new China provides a profound revelation to solve the current prostitution problem.Firstly,the governance of prostitution must first start from the crackdown and punishing of prostitution activities,and the establishment of a long-term mechanism of governance.Secondly,we must strengthen the morality and the rule of law,and establish a dual control mechanism of prostitution.Thirdly,the supervision and control of public power should be strengthened to prevent the privatization and capitalization of public power.Finally,a people-oriented concept of governance should be established and the achievement of anomie groups' self-value should be emphasized.
